Lithium batteries for Burgas go through Dayaowan, where Liaoning's first JT/T 1543 lithium export sailed in May 2025. On the way they face a corridor through the Turkish Straits, and they arrive at the port of Burgas.
Bulgaria applies the EU Battery Regulation, starting with registration in its own national producer register. Below are 5 route-specific points to plan for, what we do about each, and the documents to have ready before booking.
What we need to start
Route profile
North-east China's battery gateway at Dayaowan, with a small but growing lithium export flow, a local MSA that has named misdeclaration as its main problem, and both winter ice and spring fog.
Suez, the Aegean and the Turkish Straits, with a 24-hour DG sailing plan before the Bosporus and, since September 2026, almost the whole Black Sea on the war-risk list.

Where this route gets difficult
Loading port first, then the sea leg, then Burgas and the Bulgaria market.
Liaoning's first lithium battery export under JT/T 1543 sailed from Dayaowan on 4 May 2025, and Dalian MSA counted 885 TEU of lithium batteries exported in the first four months of that year. Carriers should not accept batteries that do not meet JT/T 1543, and with a thinner flow there are fewer sailings to fall back on if a booking is refused.
What Anxin does: We check JT/T 1543 conformity evidence with the manufacturer before booking and confirm the carrier's acceptance of the UN numbers in writing.
The China Meteorological Administration describes sea fog as a major marine hazard in the Yellow and Bohai Seas, with the season mainly from April to July, seriously affecting sea transport. Fog holds keep vessels at anchor, and a late vessel can push the box past its documented sailing.
What Anxin does: In the fog season we avoid tight stuffing-to-cut-off gaps and keep the filing data ready to amend if the vessel changes.
The Black Sea is reached through Suez. Mediterranean-type services used the Red Sea routing 57% of the time in September 2026, and the JMIC rated Bab el-Mandeb SUBSTANTIAL, with the Houthis holding Perim Island in the channel.
What Anxin does: We ask the carrier which routing the service uses and name it on the quote.
The Battery Regulation makes registration national: whoever first makes batteries available in Bulgaria must be entered in that Member State's producer register, and the authority has up to 12 weeks to grant a complete application. A brand based outside Bulgaria cannot rely on an EU registration held elsewhere; it needs an authorised representative for producer responsibility in Bulgaria.
What Anxin does: At booking we ask which company is the producer of record in Bulgaria and for its registration number there, so a missing registration surfaces while the goods are still in Dalian rather than after discharge in Burgas.
The Battery Regulation's general information label applies from 18 August 2026 (or 18 months after the label implementing act, if later), and every battery needs a QR code from 18 February 2027, linked to a battery passport for EV, LMT and industrial batteries above 2 kWh. Where the battery is too small, both go on the packaging and accompanying documents.
What Anxin does: Before booking we ask the Bulgaria importer to confirm the battery category and whether the label and QR-code elements are already on the goods, and compare carton photos with that answer.

Documents & compliance
Test reports, safety data sheets and import certificates come from the shipper, factory and importer, not from Anxin; our part is to review them before booking.

A document that is present but inconsistent holds a booking as surely as a missing one: the UN number, model name or carton count reads differently in the Dalian export filings, the carrier booking and the Bulgaria import papers. We compare all three before confirming space.
Carriers we book with
Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.
Risk & mitigation
| Risk | Where | Mitigation | Who acts |
|---|---|---|---|
| Fog hold delays the vessel; filings need amending | Yellow Sea, Apr–Jul | Amendment-ready filing data | Anxin with the declarant |
| No producer registration in Bulgaria when the goods arrive | Bulgaria market surveillance | Producer of record and registration number confirmed at booking | Importer / brand owner |
| Stock shipped without the label due from August 2026 | Importer in Bulgaria | Label status confirmed before booking | Manufacturer / importer |
Questions
No. Under the Battery Regulation producers register in each Member State where they first make batteries available, and the authority has up to 12 weeks to grant a complete application. A producer without an establishment in Bulgaria needs an authorised representative there.
A Sailing Plan 1 to the Turkish Straits VTS at least 24 hours before entry, including the dangerous cargo classes on board.
Sea ice forms every winter in the northern Yellow Sea; in 2021/22 it was forecast to reach about 15 nautical miles out there, peaking mid-January to mid-February. We plan extra time for those weeks.
