Where this route gets difficult

Where Dalian → Limassol shipments get held up: 5 points

They run from the Dalian terminal through the voyage to Limassol and the Cyprus import file.

  1. Origin port

    Fewer battery sailings from Dalian under JT/T 1543

    Dalian's battery flow is modest: Dalian MSA recorded 885 TEU of lithium battery exports in the first four months of 2025, and Liaoning's first export under JT/T 1543 left Dayaowan on 4 May 2025. Carriers should refuse batteries that fail JT/T 1543, and a thin flow leaves fewer alternative sailings when a booking is turned down.

    What Anxin does: We check JT/T 1543 conformity evidence with the manufacturer before booking and confirm the carrier's acceptance of the UN numbers in writing.

  2. Sea corridor

    The inbound leg's emissions now count under EU ETS

    Because Limassol is an EU port, container ships of 5,000 GT or more calling there fall under the EU Emissions Trading System, which covers half the emissions of the voyage from China. Lines surrendered allowances for 70% of those emissions in 2025 and must cover 100% from 2027, a cost that can reach shippers as a surcharge.

    What Anxin does: We ask for the emissions surcharge to be shown as its own line in the quote, with the basis the carrier uses, so that successive quotes can be compared like for like.

  3. Import country

    A producer registration in Cyprus before the first sale

    The Battery Regulation makes registration national: whoever first makes batteries available in Cyprus must be entered in that Member State's producer register, and the authority has up to 12 weeks to grant a complete application. A brand based outside Cyprus cannot rely on an EU registration held elsewhere; it needs an authorised representative for producer responsibility in Cyprus.

    What Anxin does: At booking we ask which company is the producer of record in Cyprus and for its registration number there, so a missing registration surfaces while the goods are still in Dalian rather than after discharge in Limassol.

  4. Import country

    CE marking and a declaration of conformity in the right language

    Since 18 August 2024 a battery sold in the EU needs the CE marking and an EU declaration of conformity from its manufacturer. The declaration has to be available in the language Cyprus requires, and the importer is the one who must check both before the goods are released for sale.

    What Anxin does: We ask the manufacturer in China for the declaration of conformity and a photo of the CE marking on the battery or its packaging before loading, and pass them to the Cyprus importer. We check that the documents exist and match the goods; we do not assess conformity.

  5. Import country

    The ICS2 entry summary is due before loading in Dalian

    For Limassol, EU security pre-filing happens at the other end of the voyage: the ICS2 entry summary must reach the system 24 hours before the container is loaded in Dalian. No filing means no loading, and a missing EORI number is enough to reject it.

    What Anxin does: We collect the consignee's EORI number, an HS-level goods description and the house-bill parties at booking, and make sure the party filing the ENS has them before the Dalian cut-off.

Documents & compliance

Documents to line up for Dalian → Limassol
