Lithium batteries for Le Havre go through Dayaowan, where Liaoning's first JT/T 1543 lithium export sailed in May 2025. On the way they face a voyage that may run through Suez as drawn or round the Cape, depending on the service, and they arrive at a port whose Harbour Master's Office takes dangerous-goods data only through TIMAD or AP+.

Where this route gets difficult

What to watch between Dalian and Le Havre: 6 points

Loading port first, then the sea leg, then Le Havre and the France market.

  1. Origin port

    A smaller flow under the new ship-carriage standard

    Liaoning's first lithium battery export under JT/T 1543 sailed from Dayaowan on 4 May 2025, and Dalian MSA counted 885 TEU of lithium batteries exported in the first four months of that year. Carriers should not accept batteries that do not meet JT/T 1543, and with a thinner flow there are fewer sailings to fall back on if a booking is refused.

    What Anxin does: We check JT/T 1543 conformity evidence with the manufacturer before booking and confirm the carrier's acceptance of the UN numbers in writing.

  2. Origin port

    Sea fog off Dalian, April to July

    Sea fog is one of the main marine hazards of the Yellow and Bohai Seas according to the China Meteorological Administration, concentrated between April and July and with a serious effect on shipping. A vessel held at anchor by fog can arrive late enough to push a box beyond the sailing its documents name.

    What Anxin does: In the fog season we avoid tight stuffing-to-cut-off gaps and keep the filing data ready to amend if the vessel changes.

  3. Sea corridor

    The inbound leg's emissions now count under EU ETS

    Because Le Havre is an EU port, container ships of 5,000 GT or more calling there fall under the EU Emissions Trading System, which covers half the emissions of the voyage from China. Lines surrendered allowances for 70% of those emissions in 2025 and must cover 100% from 2027, a cost that can reach shippers as a surcharge.

    What Anxin does: We ask for the emissions surcharge to be shown as its own line in the quote, with the basis the carrier uses, so that successive quotes can be compared like for like.

  4. Destination port

    TIMAD declaration 24 hours before the ship reaches Le Havre

    At Le Havre the ship's agent declares dangerous goods to the Harbour Master's Office through TIMAD, the mandatory regulatory tool, or through the AP+ community system, at least 24 hours before arrival (or on leaving the previous port on a short leg). The agent can only declare what the booking says.

    What Anxin does: We confirm the batteries' UN number, packing group and package count with the carrier before the vessel leaves Dalian, and pass any correction on the same day.

  5. Import country

    Annex V testing for stationary energy storage

    Stationary battery energy storage systems placed on the EU market since 18 August 2024 must be safe in normal operation, with technical documentation showing tests against the Annex V parameters, including thermal shock, short-circuit protection, over-discharge and thermal propagation. ESS buyers in France increasingly ask for that file before delivery.

    What Anxin does: For ESS cabinets and racks bound for France we ask the manufacturer to confirm that the Annex V test documentation exists before booking and note the answer in the shipment file.

  6. Import country

    Built-in portable batteries must be user-replaceable from February 2027

    From 18 February 2027, Article 11 requires portable batteries built into appliances to be readily removable and replaceable by the end-user with commercially available tools, without heat or solvents, apart from limited derogations. Appliances shipped to France for sale after that date need a design that meets the rule.

    What Anxin does: When appliances with built-in batteries are booked for France we point the importer to the February 2027 date so the manufacturer answers the design question before shipment; we do not assess compliance.

Questions

Common questions on the Dalian → Le Havre route

24 hours before the container is loaded in China, not before it reaches Le Havre. Without it carriers do not load the box, and a filing without an EORI number is rejected.

It depends on the service. In September 2026 most Asia–North Europe capacity still sailed round the Cape of Good Hope; Sea-Intelligence put the Red Sea share for North Europe vessels at 27%. We ask the carrier to confirm the routing on the booking and quote each routing separately.

Sea ice forms every winter in the northern Yellow Sea; in 2021/22 it was forecast to reach about 15 nautical miles out there, peaking mid-January to mid-February. We plan extra time for those weeks.
