Lithium batteries for Haifa go out of Dalian, the north-east's gateway on the Yellow Sea. On the way they face a Suez corridor that Mediterranean services are using again more than any other Asia–Europe lane, and they arrive at the port of Haifa.

Where this route gets difficult

5 pain points from Dalian to Haifa

They run from the Dalian terminal through the voyage to Haifa and the Israel import file.

  1. Origin port

    Dalian's MSA says misdeclared battery cargo is common

    According to Dayaowan MSA in April 2024, lithium battery cargo was often under-declared or misdeclared because the rules are complicated. It responded with a dedicated desk and hotline, priority for EV batteries, and AI-based document comparison intended to reduce container openings, which means any mismatch between the declaration and its supporting papers gets flagged.

    What Anxin does: We reconcile the UN number, classification, packing group, quantity and SDS across every document before filing, which is exactly what an automated comparison will test.

  2. Origin port

    Fewer battery sailings from Dalian under JT/T 1543

    Dalian's battery flow is modest: Dalian MSA recorded 885 TEU of lithium battery exports in the first four months of 2025, and Liaoning's first export under JT/T 1543 left Dayaowan on 4 May 2025. Carriers should refuse batteries that fail JT/T 1543, and a thin flow leaves fewer alternative sailings when a booking is turned down.

    What Anxin does: We check JT/T 1543 conformity evidence with the manufacturer before booking and confirm the carrier's acceptance of the UN numbers in writing.

  3. Sea corridor

    The round-Africa alternative

    Services that avoid the Red Sea, 43% of the Mediterranean total, go round the Cape of Good Hope and re-enter through Gibraltar. SAMSA estimates that about 200 of the 576 containers lost at sea in 2024, 35% of the total, went overboard near the Cape.

    What Anxin does: On Cape sailings we apply the CINS blocking and bracing checks strictly on stuffing photos before sealing.

  4. Import country

    The European route into Israel needs EU paperwork

    Israel's 2025 standards reform accepts conformity with the EU rules the country has adopted, but the importer carries it: a declaration, an EU declaration of conformity or proof of EU marketing for higher-risk groups, and a product file kept on record.

    What Anxin does: We ask the manufacturer in Dalian for the EU declaration of conformity and test reports behind it, and pass them to the Israeli importer for its declaration and product file.

  5. Import country

    The HS code decides which permits apply

    Israel classifies imports under its Customs and Purchase Tax Tariff, and the classification determines not only duty and purchase tax but which permits, licences and conditions of import apply. Israeli Customs offers free pre-rulings; for a mixed shipment of cells, packs and devices it is worth having one before the goods sail.

    What Anxin does: We ask the Israeli importer to confirm the tariff code, or obtain a pre-ruling, and use the same description on the invoice and packing list.
