From Dalian to La Spezia, cargo moves from Liaoning through Dalian's Dayaowan terminals, crosses a Bab el-Mandeb and Suez passage into the Mediterranean, and is discharged at the port of La Spezia.

The Italian side adds the registropile.it registration to the EU battery rules. The 6 points below are particular to this lane; each comes with what we do and the paperwork it touches.

What we need to start

  • Winter ice & spring fog
  • Dalian Dayaowan export
  • Consignee EORI
  • EU declaration of conformity
  • Registro pile number

Route profile

What sets Dalian → La Spezia apart

Origin port

Dalian (Dayaowan)

North-east China's battery gateway at Dayaowan, with a small but growing lithium export flow, a local MSA that has named misdeclaration as its main problem, and both winter ice and spring fog.

Sea corridor

Asia – Mediterranean via Suez

Mediterranean services are the ones most likely to use Suez again (57% in September 2026), which puts the cargo back through Bab el-Mandeb, rated a SUBSTANTIAL threat.

Where this route gets difficult

6 pain points from Dalian to La Spezia

Loading port first, then the sea leg, then La Spezia and the Italy market.

  1. Origin port

    Winter sea ice near Dayaowan

The Bohai Sea and the northern Yellow Sea freeze every winter. For 2021/22 China's marine forecast centre expected floating ice around 15 nautical miles offshore in the northern Yellow Sea, where Dayaowan is, and around 60 in Liaodong Bay, with the peak between mid-January and mid-February.

What Anxin does: For January–February sailings from Dalian we allow extra time between stuffing and the DG cut-off and reconfirm the vessel schedule the week before loading.

  2. Origin port

Misdeclaration is the problem Dalian's MSA names first

Dayaowan MSA reported in April 2024 that omissions and misdeclarations of lithium battery cargo were frequent because the rules are complex. Its answer was a dedicated desk and hotline, priority handling for EV batteries, and AI comparison of documents to cut down container openings: a comparison that flags any gap between the declaration and the paperwork behind it.

What Anxin does: We reconcile the UN number, classification, packing group, quantity and SDS across every document before filing, which is exactly what an automated comparison will test.

  3. Sea corridor

Suez is the likelier routing for La Spezia

Asia–Mediterranean services used the Red Sea 57% of the time in September 2026 according to Sea-Intelligence, compared with 27% for North Europe, so a box for La Spezia most probably goes via Suez and through Bab el-Mandeb. The JMIC rated that strait SUBSTANTIAL on 24 September 2026; the Houthis call their blockade selective and now hold Perim Island in the channel.

What Anxin does: We ask the carrier which routing its service to La Spezia uses and name it on the quote, together with any war-risk or emergency surcharge.

  4. Import country

The importer's name and address on the battery

The Battery Regulation asks the importer to put its own name, registered trade name or trade mark and postal address, with a single contact point, on the battery. Only when the battery's size or nature makes that impossible may the details move to the packaging or an accompanying document, so a Italy importer's details need to reach the factory before printing.

What Anxin does: We pass the Italy importer's name and address block to the manufacturer before the goods are packed in China and check carton or battery photos for it before loading.

  5. Import country

The truck leg out of La Spezia runs under ADR

Road delivery from La Spezia is an ADR movement, because the EU applies ADR to domestic journeys through Directive 2008/68/EC. For UN 3480 that means class 9, transport category 2 and tunnel code (E), which restricts the route through category E tunnels; batteries found damaged at unloading move to special provision 376 packing (P908 or P911).

What Anxin does: We give the Italy haulier the same UN number, class and package details that appear on the sea dangerous goods declaration, so the ADR transport document matches the container paperwork from Dalian.

  6. Import country

Mercury, cadmium and lead limits in portable batteries

Annex I of the Battery Regulation caps mercury at 0.0005 %, cadmium at 0.002 % and lead at 0.01 % by weight in portable batteries, and the lead limit has applied since 18 August 2024. Market surveillance in Italy can ask the importer to show that the goods meet these limits.

What Anxin does: We ask the manufacturer for its substance declaration or test report reference and file it with the shipping documents for the Italy importer; we do not test batteries.

Send the file once, complete

Most delays on this route start with a document that exists but does not match: a UN number, a model name or a package count that differs between the Dalian filings, the carrier booking and the Italy import file. We check the three against each other before the booking is confirmed.

Carriers we book with

Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.

Questions

Common questions on the Dalian → La Spezia route

Not directly. A producer not established in Italy registers through its own representative in Italy, whose Chamber of Commerce handles the filing on registropile.it with a digital signature.

Often: in September 2026, 57% of Asia–Mediterranean services used the Red Sea routing. Bab el-Mandeb was rated a SUBSTANTIAL threat by the JMIC on 24 September 2026, so we confirm each service's routing before booking.

Dayaowan MSA reported in 2024 that omissions and misdeclarations of lithium battery cargo were frequent because the rules are complex, and it uses AI document comparison. Consistent data across the declaration, SDS and packing documents is the main defence.
