Where this route gets difficult

5 points to plan for on the Dalian → Koper route

In the order the cargo meets them: at the loading port, at sea, at Koper and at customs in Slovenia.

  1. Origin port

    Misdeclaration is the problem Dalian's MSA names first

    Dayaowan MSA reported in April 2024 that omissions and misdeclarations of lithium battery cargo were frequent because the rules are complex. Its answer was a dedicated desk and hotline, priority handling for EV batteries, and AI comparison of documents to cut down container openings: a comparison that flags any gap between the declaration and the paperwork behind it.

    What Anxin does: We reconcile the UN number, classification, packing group, quantity and SDS across every document before filing, which is exactly what an automated comparison will test.

  2. Sea corridor

    The canal is open; the risk sits further south

    The JMIC's September 2026 update put the northern Red Sea and the Suez Canal at MODERATE, with two-way transits and container lines selectively returning, and the Eastern Mediterranean at LOW. On this corridor the exposure lies at the southern entrance of the Red Sea, not at the canal itself.

    What Anxin does: We check before each booking whether the service has changed routing since the last quote.

  3. Import country

    A producer registration in Slovenia before the first sale

    Registration under the Battery Regulation is Member State by Member State. The first company to make the batteries available in Slovenia has to appear in the national register, which can take up to 12 weeks after a complete file, and a non-resident brand must work through an authorised representative there.

    What Anxin does: At booking we ask which company is the producer of record in Slovenia and for its registration number there, so a missing registration surfaces while the goods are still in Dalian rather than after discharge in Koper.

  4. Import country

    The truck leg out of Koper runs under ADR

    Once the container leaves the terminal by road, ADR applies: Directive 2008/68/EC makes EU countries use it for domestic dangerous goods journeys as well as international ones. UN 3480 is class 9, transport category 2, with tunnel restriction code (E), so the haulier in Slovenia has to plan around category E tunnels, and damaged or defective batteries fall under special provision 376 and packing instructions P908 or P911 instead of P903.

    What Anxin does: We give the Slovenia haulier the same UN number, class and package details that appear on the sea dangerous goods declaration, so the ADR transport document matches the container paperwork from Dalian.

  5. Import country

    Due diligence on battery raw materials from August 2027

    Regulation (EU) 2025/1561 pushed the Battery Regulation's due diligence duties for cobalt, lithium, nickel and natural graphite back to 18 August 2027 and gave the Commission until 26 July 2026 for its guidelines. Buyers in Slovenia are already collecting the supply-chain information they will need.

    What Anxin does: We pass the Slovenia buyer's due diligence questions to the manufacturer and keep their answers with the shipment file; the policy itself remains the producer's responsibility.
