This route runs through Dayaowan, where Liaoning's first JT/T 1543 lithium export sailed in May 2025, then follows a lane whose routing, Suez or Cape of Good Hope, is decided service by service; at the far end is the port of Tyne.
Great Britain runs its own post-Brexit pre-filing and battery producer rules. The 5 points below are particular to this lane; each comes with what we do and the paperwork it touches.
What we need to start
Route profile
North-east China's battery gateway at Dayaowan, with a small but growing lithium export flow, a local MSA that has named misdeclaration as its main problem, and both winter ice and spring fog.
UK producer registration, a compliance scheme for portable batteries above 1 tonne a year, and import clearance through HMRC's Customs Declaration Service.

Where this route gets difficult
Loading port first, then the sea leg, then Tyne and the United Kingdom market.
Dayaowan MSA reported in April 2024 that omissions and misdeclarations of lithium battery cargo were frequent because the rules are complex. Its answer was a dedicated desk and hotline, priority handling for EV batteries, and AI comparison of documents to cut down container openings: a comparison that flags any gap between the declaration and the paperwork behind it.
What Anxin does: We reconcile the UN number, classification, packing group, quantity and SDS across every document before filing, which is exactly what an automated comparison will test.
The corridor on this page is drawn through Bab-el-Mandeb and the Suez Canal. In practice, Sea-Intelligence data for September 2026 put Red Sea routing on the Asia–Europe head-haul at 13–25%: 27% for services to North Europe and 57% for Mediterranean services. Which service calls at Tyne decides whether the box goes through Suez or round the Cape of Good Hope, and the two routings differ in length, in the waters crossed and in the ports where a box might be transhipped.
What Anxin does: We ask the carrier to state the routing and any transhipment port on the booking confirmation, and we quote the two routings separately when both are on offer rather than mixing them.
The UK's S&S GB service must hold the entry summary for a Tyne container 24 hours before it is loaded in Dalian. Whoever issued the bill of lading answers for it, and a late booking rolls to a later vessel rather than being loaded unfiled.
What Anxin does: We settle who issues the bill of lading at booking and pass complete consignee and goods data to that party before the Dalian cut-off.
Once the box is off the quay at Tyne, the Carriage of Dangerous Goods Regulations 2009 apply: regulation 5 requires road carriage of dangerous goods in Great Britain to comply with ADR, subject to GB derogations. For UN 3480 that means class 9 documentation, marked packages and a haulier set up for ADR loads.
What Anxin does: We give the UK haulier the UN number, class and package details from the sea dangerous goods declaration so the road paperwork from Tyne matches what left Dalian.
Batteries sold in the UK may contain no more than 0.0005 % mercury and 0.002 % cadmium by weight, subject to listed exceptions, and those above 0.004 % lead need the Pb symbol beneath the bin symbol. The Office for Product Safety and Standards enforces the rules.
What Anxin does: We ask the manufacturer for a substance statement covering mercury, cadmium and lead and file it with the shipment documents for the UK importer; we do not test batteries.

Documents & compliance
These documents come from the shipper, the manufacturer and the importer. Anxin checks them against each other; it does not issue test reports, safety data sheets or import certificates.

Most delays on this route start with a document that exists but does not match: a UN number, a model name or a package count that differs between the Dalian filings, the carrier booking and the United Kingdom import file. We check the three against each other before the booking is confirmed.
Carriers we book with
Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.
Risk & mitigation
| Risk | Where | Mitigation | Who acts |
|---|---|---|---|
| Declaration flagged by document comparison; container opened | Dayaowan | Cross-document reconciliation before filing | Anxin with the declarant |
| Service switches between Suez and Cape routing | Main voyage | Routing written on the booking; quotes kept separate per routing; packing assumes the longer voyage | Carrier, tracked by Anxin |
| Entry summary not lodged and the box rolls | Loading port, Dalian | Filer and data settled at booking | Bill-of-lading issuer |
Questions
At least 24 hours before the container is loaded at the departure port. The party that issued the bill of lading is responsible, and a booking made within 24 hours of loading goes on a later vessel.
It depends on the service. In September 2026 most Asia–North Europe capacity still sailed round the Cape of Good Hope; Sea-Intelligence put the Red Sea share for North Europe vessels at 27%. We ask the carrier to confirm the routing on the booking and quote each routing separately.
Dayaowan MSA reported in 2024 that omissions and misdeclarations of lithium battery cargo were frequent because the rules are complex, and it uses AI document comparison. Consistent data across the declaration, SDS and packing documents is the main defence.
