Lithium batteries for Varna go out of Nansha, at the mouth of the Pearl River. On the way they face a corridor through the Turkish Straits, and they arrive at the port of Varna.

Bulgaria applies the EU Battery Regulation, starting with registration in its own national producer register. This page sets out 5 points specific to this route, how Anxin handles each one and which documents to prepare.

What we need to start

  • Nansha export
  • Dongguan–Nansha one-box
  • EU declaration of conformity
  • Consignee EORI
  • National producer registration

Route profile

The Guangzhou → Varna route in brief

Origin port

Guangzhou (Nansha)

Pearl River Delta battery cargo through Nansha, where a September 2026 agreement lets Dongguan-inspected containers load without a second MSA check, and where typhoon season runs June to October.

Where this route gets difficult

5 pain points from Guangzhou to Varna

In the order the cargo meets them: at the loading port, at sea, at Varna and at customs in Bulgaria.

  1. Origin port

Dongguan factory to Nansha: the new one-box route

On 22 September 2026 Dongguan and Guangzhou MSA agreed to extend the one-box model to Nansha: Guangzhou MSA recognises Dongguan MSA's factory inspection and does not re-inspect unless necessary. The first box was stuffed in Dongguan that day and sailed from Nansha to Singapore on 24 September. The model is new at Nansha, so the factory record has to be right first time.

What Anxin does: We ask at booking whether your Dongguan factory can use the Nansha one-box arrangement and make sure the stuffing photos, packing certificate and DG declaration match, because a mismatch is the 'necessary' case that brings the second inspection back.

  2. Origin port

Nansha MSA's state-of-charge advice for energy storage

At a July 2024 meeting on energy-storage carriage, Nansha MSA recommended shipping ESS batteries at a state of charge of around 25% and preventing accidental activation. It is a recommendation rather than a fixed rule, but it is the figure the local authority has put on record.

What Anxin does: For ESS cargo leaving Nansha we ask the manufacturer to state the shipping state of charge and the anti-activation measures in writing, and put both in the documents the carrier sees.

  3. Sea corridor

A dangerous-cargo sailing plan 24 hours before the Bosporus

Ships carrying dangerous cargo must file a Sailing Plan 1 with the Turkish Straits VTS at least 24 hours before entering the straits, declaring the dangerous goods classes on board. A class 9 battery container is part of that declaration, so late or wrong DG data on the manifest can hold the ship up at the entrance.

What Anxin does: We make sure the DG manifest data (UN number, class, quantity, container number) are final and match the booking before the vessel leaves the last port before the straits.

  4. Import country

A producer registration in Bulgaria before the first sale

The Battery Regulation makes registration national: whoever first makes batteries available in Bulgaria must be entered in that Member State's producer register, and the authority has up to 12 weeks to grant a complete application. A brand based outside Bulgaria cannot rely on an EU registration held elsewhere; it needs an authorised representative for producer responsibility in Bulgaria.

What Anxin does: At booking we ask which company is the producer of record in Bulgaria and for its registration number there, so a missing registration surfaces while the goods are still in Guangzhou rather than after discharge in Varna.

  5. Import country

The importer's name and address on the battery

The Battery Regulation asks the importer to put its own name, registered trade name or trade mark and postal address, with a single contact point, on the battery. Only when the battery's size or nature makes that impossible may the details move to the packaging or an accompanying document, so a Bulgaria importer's details need to reach the factory before printing.

What Anxin does: We pass the Bulgaria importer's name and address block to the manufacturer before the goods are packed in China and check carton or battery photos for it before loading.

Documents & compliance

Documents to line up for Guangzhou → Varna

Test reports, safety data sheets and import certificates come from the shipper, factory and importer, not from Anxin; our part is to review them before booking.

Before loading in Guangzhou

  • For ESS: written shipping state of charge and anti-activation measures from the manufacturer
  • Importer name, trade name and postal address printed on battery or packaging
  • Annex V safety documentation confirmed for stationary storage systems
  • Substance declaration covering mercury, cadmium and lead limits
  • Safety data sheet and dangerous goods safe-carriage declaration for the MSA cargo report

For the shipping line

  • Final DG manifest data ready before the vessel reaches the Turkish Straits
  • Condition statement: new, used, damaged/defective (SP376) or for recycling (SP377)
  • War-risk surcharge for the Black Sea port stated in writing

For the importer in Bulgaria

  • Producer of record in Bulgaria and its national registration number
  • Label and QR-code status against the August 2026 and February 2027 dates
  • Instructions and safety information in the language Bulgaria requires

Before you book

One consistent file

A document that is present but inconsistent holds a booking as surely as a missing one: the UN number, model name or carton count reads differently in the Guangzhou export filings, the carrier booking and the Bulgaria import papers. We compare all three before confirming space.

Carriers we book with

Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.
