Where this route gets difficult

Where Guangzhou → Sokhna shipments get held up: 5 points

In the order the cargo meets them: at the loading port, at sea, at Sokhna and at customs in Egypt.

  1. Origin port

    One-box inspection now reaches Nansha

    Since 22 September 2026 Guangzhou MSA accepts Dongguan MSA's factory inspection for boxes loading at Nansha and re-inspects only when necessary. The first container was stuffed in Dongguan that day and left Nansha for Singapore on 24 September. Because the arrangement is new at Nansha, the factory record needs to be correct the first time.

    What Anxin does: We ask at booking whether your Dongguan factory can use the Nansha one-box arrangement and make sure the stuffing photos, packing certificate and DG declaration match, because a mismatch is the 'necessary' case that brings the second inspection back.

  2. Origin port

    Packaging certificate data now shared in Dongguan

    Dongguan Customs and Dongguan MSA began sharing dangerous-goods packaging certificate data in September 2026, which they called a first in China, and agreed joint action on concealed and false declarations; Huangpu Customs runs a joint 'lithium batteries going overseas' service against misdeclaration as well. A mismatch between packaging certificate and MSA filing is visible to both.

    What Anxin does: We check that the UN number, packaging code and quantities on the packaging certificate are exactly those on the MSA cargo report before either is submitted.

  3. Sea corridor

    A selective blockade at a narrower Bab el-Mandeb

    Bab el-Mandeb was rated SUBSTANTIAL by the JMIC on 24 September 2026. The blockade the Houthis declared on 20 July is described as selective, aimed at Israeli-, Saudi- and Yemeni-government-linked ships, and their hold on Perim Island and the facing mainland narrows the strait; 95 cargo ships still passed in the 96 hours to 23 September.

    What Anxin does: We ask the carrier how its vessel to Sokhna is routed and whether any war-risk surcharge applies, and get both in writing before booking.

  4. Import country

    Importers Register status under Decree No. 271 of 2026

    Since 22 July 2026 the Importers Register runs under Decree No. 271 of 2026: GOEIC decides within 15 days of a complete file, filing is going online, and foreign-owned companies have a limited, time-bound route in.

    What Anxin does: We ask the Egyptian buyer to confirm its Importers Register status before we book the container for Sokhna.

  5. Import country

    No ACID on the bill of lading, no unloading

    Egypt's Advance Cargo Information system needs a 19-digit ACID number, obtained by the Egyptian importer on Nafeza before the cargo leaves Guangzhou, on every shipping document including the bill of lading. Customs' own guidance is blunt: bills of lading without an ACID are not unloaded, and the goods are re-shipped out of Egypt at the carrier's expense.

    What Anxin does: We do not release a booking for Sokhna until the importer has sent the ACID number, and we check it appears on the bill of lading draft, invoice and packing list.

Documents & compliance

What to have ready: Guangzhou to Sokhna

These documents come from the shipper, the manufacturer and the importer. Anxin checks them against each other; it does not issue test reports, safety data sheets or import certificates.

At the Guangzhou end

  • Packaging certificate and MSA cargo report cross-checked line by line (UN number, packaging code, quantity)
  • Container packing certificate signed by a certified packing inspector after supervised stuffing
  • Transport-condition classification report where applicable
  • Load plan showing even weight distribution (no more than 60% of the cargo weight in either half of the container length)
  • ACID number from the importer, printed on B/L draft, invoice and packing list

A document that is present but inconsistent holds a booking as surely as a missing one: the UN number, model name or carton count reads differently in the Guangzhou export filings, the carrier booking and the Egypt import papers. We compare all three before confirming space.

The JMIC rated the Gulf of Aden SUBSTANTIAL in September 2026, with piracy and attacks a strong possibility, and four merchant vessels hijacked off Somalia in 2026 were still held. We confirm the carrier's routing and security surcharges at each booking.

Both now have a one-box arrangement with Dongguan MSA: Yantian since May 2026 and Nansha since 22 September 2026, so a container inspected at the factory need not be reopened at the terminal unless necessary.
