This route runs through Guangzhou's Nansha terminals, which since September 2026 accept Dongguan-inspected battery boxes without a second check, then follows a Suez corridor that Mediterranean services are using again more than any other Asia–Europe lane; at the far end is the port of Brest.

Where this route gets difficult

What to watch between Guangzhou and Brest: 6 points

They run from the Guangzhou terminal through the voyage to Brest and the France import file.

  1. Origin port

    A recommended 25% charge for ESS from Nansha

    Nansha MSA told a July 2024 meeting on energy-storage carriage that ESS batteries should travel at roughly 25% state of charge, with accidental activation prevented. It is advice, not a binding rule, yet it is the number the local authority has put on the record.

    What Anxin does: For ESS cargo leaving Nansha we ask the manufacturer to state the shipping state of charge and the anti-activation measures in writing, and put both in the documents the carrier sees.

  2. Origin port

    Customs and MSA now compare packaging certificates

    In September 2026 Dongguan Customs and Dongguan MSA started sharing dangerous-goods packaging certificate data, described as a first in China, together with joint action against concealed and false declarations; Huangpu Customs also runs a joint 'lithium batteries going overseas' service against misdeclaration. A packaging certificate that does not match the MSA filing is now visible to both agencies.

    What Anxin does: We check that the UN number, packaging code and quantities on the packaging certificate are exactly those on the MSA cargo report before either is submitted.

  3. Sea corridor

    Suez is the likelier routing for Brest

    Asia–Mediterranean services used the Red Sea 57% of the time in September 2026 according to Sea-Intelligence, compared with 27% for North Europe, so a box for Brest most probably goes via Suez and through Bab el-Mandeb. The JMIC rated that strait SUBSTANTIAL on 24 September 2026; the Houthis call their blockade selective and now hold Perim Island in the channel.

    What Anxin does: We ask the carrier which routing its service to Brest uses and name it on the quote, together with any war-risk or emergency surcharge.

  4. Import country

    The ICS2 entry summary is due before loading in Guangzhou

    Sea cargo for the EU needs a complete Entry Summary Declaration under ICS2 Release 3, and for deep-sea containers it is due 24 hours before loading at the departure port. Carriers apply 'no manifest, no load', and a filing without a valid EORI number is rejected, so a data gap in Guangzhou leaves the box on the quay.

    What Anxin does: We collect the consignee's EORI number, an HS-level goods description and the house-bill parties at booking, and make sure the party filing the ENS has them before the Guangzhou cut-off.

  5. Import country

    The truck leg out of Brest runs under ADR

    Road delivery from Brest is an ADR movement, because the EU applies ADR to domestic journeys through Directive 2008/68/EC. For UN 3480 that means class 9, transport category 2 and tunnel code (E), which restricts the route through category E tunnels; batteries found damaged at unloading move to special provision 376 packing (P908 or P911).

    What Anxin does: We give the France haulier the same UN number, class and package details that appear on the sea dangerous goods declaration, so the ADR transport document matches the container paperwork from Guangzhou.

  6. Import country

    Annex V testing for stationary energy storage

    Stationary battery energy storage systems placed on the EU market since 18 August 2024 must be safe in normal operation, with technical documentation showing tests against the Annex V parameters, including thermal shock, short-circuit protection, over-discharge and thermal propagation. ESS buyers in France increasingly ask for that file before delivery.

    What Anxin does: For ESS cabinets and racks bound for France we ask the manufacturer to confirm that the Annex V test documentation exists before booking and note the answer in the shipment file.
