Lithium batteries for Dunkirk go out of Nansha, at the mouth of the Pearl River. On the way they face a voyage that may run through Suez as drawn or round the Cape, depending on the service, and they arrive at the port of Dunkirk.

France asks for a batteries IDU and eco-organisme membership before the first sale. Below are 5 route-specific points to plan for, what we do about each, and the documents to have ready before booking.

What we need to start

  • Dongguan–Nansha one-box
  • Typhoon season Jun–Oct
  • French-language safety information
  • Consignee EORI
  • EU declaration of conformity

What sets Guangzhou → Dunkirk apart

Sea corridor

Asia – North & Atlantic Europe

The map shows the Suez corridor, but in September 2026 most Asia–North Europe capacity still sails round the Cape of Good Hope.

Where this route gets difficult

What to watch between Guangzhou and Dunkirk: 5 points

Loading port first, then the sea leg, then Dunkirk and the France market.

  1. Origin port

A recommended 25% charge for ESS from Nansha

Nansha MSA told a July 2024 meeting on energy-storage carriage that ESS batteries should travel at roughly 25% state of charge, with accidental activation prevented. It is advice, not a binding rule, yet it is the number the local authority has put on the record.

What Anxin does: For ESS cargo leaving Nansha we ask the manufacturer to state the shipping state of charge and the anti-activation measures in writing, and put both in the documents the carrier sees.

  2. Sea corridor

Drawn via Suez, sailed mostly via the Cape

The map on this page shows the corridor through Bab-el-Mandeb and Suez, but Sea-Intelligence figures for September 2026 put Red Sea routing on the Asia–Europe head-haul at 13–25%, with 27% for North Europe services and 57% for the Mediterranean. The service that calls at Dunkirk decides between Suez and the Cape of Good Hope, and with it the distance, the waters and the possible transhipment ports.

What Anxin does: We ask the carrier to state the routing and any transhipment port on the booking confirmation, and we quote the two routings separately when both are on offer rather than mixing them.

  3. Import country

Built-in portable batteries must be user-replaceable from February 2027

From 18 February 2027, Article 11 requires portable batteries built into appliances to be readily removable and replaceable by the end-user with commercially available tools, without heat or solvents, apart from limited derogations. Appliances shipped to France for sale after that date need a design that meets the rule.

What Anxin does: When appliances with built-in batteries are booked for France we point the importer to the February 2027 date so the manufacturer answers the design question before shipment; we do not assess compliance.

  4. Import country

CE marking and a declaration of conformity in the right language

The importer in France carries the check: CE marking on the battery and an EU declaration of conformity, translated into the language France asks for, have both been required since 18 August 2024 for batteries entering the EU market.

What Anxin does: We ask the manufacturer in China for the declaration of conformity and a photo of the CE marking on the battery or its packaging before loading, and pass them to the France importer. We check that the documents exist and match the goods; we do not assess conformity.

  5. Import country

The ICS2 entry summary is due before loading in Guangzhou

Sea cargo for the EU needs a complete Entry Summary Declaration under ICS2 Release 3, and for deep-sea containers it is due 24 hours before loading at the departure port. Carriers apply 'no manifest, no load', and a filing without a valid EORI number is rejected, so a data gap in Guangzhou leaves the box on the quay.

What Anxin does: We collect the consignee's EORI number, an HS-level goods description and the house-bill parties at booking, and make sure the party filing the ENS has them before the Guangzhou cut-off.

Before you book

Match the details first

We line up UN numbers, model names and package counts across the Guangzhou filings, the booking with the carrier and the documents for France before the booking is confirmed, so that a mismatch is fixed at origin rather than discovered at Dunkirk.

Carriers we book with

Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.

Questions

Questions about shipping from Guangzhou to Dunkirk

ADR, which the EU applies to domestic journeys through Directive 2008/68/EC. UN 3480 is class 9, transport category 2, with tunnel restriction code (E).

It depends on the service. In September 2026 most Asia–North Europe capacity still sailed round the Cape of Good Hope; Sea-Intelligence put the Red Sea share for North Europe vessels at 27%. We ask the carrier to confirm the routing on the booking and quote each routing separately.

Nansha MSA has recommended around 25% for ESS batteries and measures against accidental activation. Treat it as the local authority's recommendation; the carrier's own acceptance conditions also apply.
