Where this route gets difficult
In the order the cargo meets them: at the loading port, at sea, at Lubeck and at customs in Germany.
Nansha MSA told a July 2024 meeting on energy-storage carriage that ESS batteries should travel at roughly 25% state of charge, with accidental activation prevented. It is advice, not a binding rule, yet it is the number the local authority has put on the record.
What Anxin does: For ESS cargo leaving Nansha we ask the manufacturer to state the shipping state of charge and the anti-activation measures in writing, and put both in the documents the carrier sees.
Every box for Lubeck passes the Danish straits, where IMO recommends pilotage on Route T for ships with a draught of 11 m or more and the Danish Maritime Authority reports non-compliant ships to their flag state. If the container is moved to a feeder at a North Sea port, that second vessel must also accept the UN numbers.
What Anxin does: We ask the carrier to name any transhipment port and the feeder operator on the booking and confirm DG acceptance for that leg as well as the mainline.
Whoever first makes batteries available in Germany is the producer and must hold a registration with stiftung ear for each brand and battery category. A non-German brand cannot register itself; it needs one authorised representative in Germany. Since 1 January 2026 every category must also be linked to an approved producer responsibility organisation (OfH), and registrations that were not updated by 15 January 2026 were withdrawn by law.
What Anxin does: We ask who acts as producer for this shipment (importer, brand owner or authorised representative) and for the Batt-Reg.-Nr. DE before the container is booked, so the question is answered while the goods are still in China.
The importer in Germany carries the check: CE marking on the battery and an EU declaration of conformity, translated into the language Germany asks for, have both been required since 18 August 2024 for batteries entering the EU market.
What Anxin does: We ask the manufacturer in China for the declaration of conformity and a photo of the CE marking on the battery or its packaging before loading, and pass them to the Germany importer. We check that the documents exist and match the goods; we do not assess conformity.
The importer must make sure each battery travels with instructions and safety information in a language that end-users in the Member State easily understand, as that Member State determines. For consumer goods going to Germany, the practical reading is German-language safety text, and it has to be in the carton when the goods are placed on the market.
What Anxin does: When we review packing photos we note whether the inserts or labels show the required language, and we raise gaps with the shipper before stuffing rather than after arrival.

Documents & compliance
Anxin reviews documents supplied by the shipper, manufacturer and importer; it does not issue test reports, safety data sheets or import certificates.

Most delays on this route start with a document that exists but does not match: a UN number, a model name or a package count that differs between the Guangzhou filings, the carrier booking and the Germany import file. We check the three against each other before the booking is confirmed.

Questions
The registration is needed before the batteries are first made available on the German market, by whoever is the producer for that market. A company without a German establishment has to act through one authorised representative in Germany, and since 2026 each battery category must also be covered by an approved OfH. Shipping can start earlier, but goods without a valid registration cannot be sold in Germany once they arrive, so we ask for the registration number at booking.

Nansha MSA has recommended around 25% for ESS batteries and measures against accidental activation. Treat it as the local authority's recommendation; the carrier's own acceptance conditions also apply.
