  1. Origin port

    Customs and MSA now compare packaging certificates

    In September 2026 Dongguan Customs and Dongguan MSA started sharing dangerous-goods packaging certificate data, described as a first in China, together with joint action against concealed and false declarations; Huangpu Customs also runs a joint 'lithium batteries going overseas' service against misdeclaration. A packaging certificate that does not match the MSA filing is now visible to both agencies.

    What Anxin does: We check that the UN number, packaging code and quantities on the packaging certificate are exactly those on the MSA cargo report before either is submitted.

  2. Sea corridor

    The canal is open; the risk sits further south

    The JMIC's September 2026 update put the northern Red Sea and the Suez Canal at MODERATE, with two-way transits and container lines selectively returning, and the Eastern Mediterranean at LOW. On this corridor the exposure lies at the southern entrance of the Red Sea, not at the canal itself.

    What Anxin does: We check before each booking whether the service has changed routing since the last quote.

  3. Import country

    The truck leg out of La Spezia runs under ADR

    Road delivery from La Spezia is an ADR movement, because the EU applies ADR to domestic journeys through Directive 2008/68/EC. For UN 3480 that means class 9, transport category 2 and tunnel code (E), which restricts the route through category E tunnels; batteries found damaged at unloading move to special provision 376 packing (P908 or P911).

    What Anxin does: We give the Italy haulier the same UN number, class and package details that appear on the sea dangerous goods declaration, so the ADR transport document matches the container paperwork from Guangzhou.

  4. Import country

    CE marking and a declaration of conformity in the right language

    The importer in Italy carries the check: CE marking on the battery and an EU declaration of conformity, translated into the language Italy asks for, have both been required since 18 August 2024 for batteries entering the EU market.

    What Anxin does: We ask the manufacturer in China for the declaration of conformity and a photo of the CE marking on the battery or its packaging before loading, and pass them to the Italy importer. We check that the documents exist and match the goods; we do not assess conformity.

  5. Import country

    User-replaceable batteries in appliances from 18 February 2027

    Article 11 of the Battery Regulation says that from 18 February 2027 portable batteries inside appliances must be readily removable and replaceable by the end-user using commercially available tools, without heat or solvents, except under limited derogations. Appliances sold in Italy after that date need a design that complies.

    What Anxin does: When appliances with built-in batteries are booked for Italy we point the importer to the February 2027 date so the manufacturer answers the design question before shipment; we do not assess compliance.
