Where this route gets difficult

What to watch between Guangzhou and Constanta: 6 points

In the order the cargo meets them: at the loading port, at sea, at Constanta and at customs in Romania.

  1. Origin port

    Dongguan factory to Nansha: the new one-box route

    On 22 September 2026 Dongguan and Guangzhou MSA agreed to extend the one-box model to Nansha: Guangzhou MSA recognises Dongguan MSA's factory inspection and does not re-inspect unless necessary. The first box was stuffed in Dongguan that day and sailed from Nansha to Singapore on 24 September. The model is new at Nansha, so the factory record has to be right first time.

    What Anxin does: We ask at booking whether your Dongguan factory can use the Nansha one-box arrangement and make sure the stuffing photos, packing certificate and DG declaration match, because a mismatch is the 'necessary' case that brings the second inspection back.

  2. Origin port

    Typhoon weeks at the Pearl River mouth

    The Hong Kong Observatory puts the region's tropical cyclone season from June to October, busiest July to September. Nansha sits at the mouth of the Pearl River; a closed gate or a changed vessel means the DG filings and the packing certificate have to follow the box to a new sailing.

    What Anxin does: From June to October we leave slack between stuffing and the DG cut-off at Nansha and refile quickly if the vessel changes.

  3. Sea corridor

    Black Sea war-risk area widened in September 2026

    The Joint War Committee extended its Black Sea listed area on 16 September 2026 to cover nearly the whole sea, excluding only Turkish, Georgian, Bulgarian and Romanian territorial waters. Ships going in must notify war-risk underwriters, who can charge extra premium per voyage, which carriers may pass on.

    What Anxin does: We ask the carrier for any war-risk surcharge to Constanta in writing before booking and recheck it if the sailing moves.

  4. Import country

    Battery label from August 2026, QR code from February 2027

    Two marking dates fall into current shipping plans for Romania: the general label from 18 August 2026 and the QR code from 18 February 2027, which for EV, LMT and larger industrial batteries has to open the battery passport.

    What Anxin does: Before booking we ask the Romania importer to confirm the battery category and whether the label and QR-code elements are already on the goods, and compare carton photos with that answer.

  5. Import country

    Safety information in a language Romania accepts

    An importer has to ensure that batteries are accompanied by instructions and safety information in a language that end-users in Romania can easily understand, as the Member State determines. Inserts and carton print are much simpler to adjust before packing in China.

    What Anxin does: We ask the importer which language Romania requires and check carton and insert photos against it before loading.

  6. Import country

    Built-in portable batteries must be user-replaceable from February 2027

    From 18 February 2027, Article 11 requires portable batteries built into appliances to be readily removable and replaceable by the end-user with commercially available tools, without heat or solvents, apart from limited derogations. Appliances shipped to Romania for sale after that date need a design that meets the rule.

    What Anxin does: When appliances with built-in batteries are booked for Romania we point the importer to the February 2027 date so the manufacturer answers the design question before shipment; we do not assess compliance.

What to have ready: Guangzhou to Constanta

Anxin reviews documents supplied by the shipper, manufacturer and importer; it does not issue test reports, safety data sheets or import certificates.

Before loading in Guangzhou

  • Customs packaging use-appraisal result for the dangerous goods packaging (with the maker's performance appraisal)
  • Container packing certificate signed by a certified packing inspector after supervised stuffing
  • Transport-condition classification report where applicable
  • Load plan showing even weight distribution (no more than 60% of the cargo weight in either half of the container length)
  • EU declaration of conformity and CE marking photo from the manufacturer

  • Final DG manifest data ready before the vessel reaches the Turkish Straits
  • UN 38.3 test summary for every cell and battery type
  • Dangerous goods declaration with UN number (3480 / 3481 / 3090 / 3091), proper shipping name and packing instruction (P903, or P908/P911 for damaged)

For import into Romania

  • Label and QR-code status against the August 2026 and February 2027 dates
  • Producer of record in Romania and its national registration number
  • Haulier in Romania briefed with UN number, class 9 and tunnel code (E) for the road leg

Guangzhou → Constanta: questions we are asked

24 hours before the container is loaded in China, not before it reaches Constanta. Without it carriers do not load the box, and a filing without an EORI number is rejected.

A Sailing Plan 1 to the Turkish Straits VTS at least 24 hours before entry, including the dangerous cargo classes on board.

Both now have a one-box arrangement with Dongguan MSA: Yantian since May 2026 and Nansha since 22 September 2026, so a container inspected at the factory need not be reopened at the terminal unless necessary. The choice then comes down to the carrier's service to your destination and the cut-offs; we compare both when you book.
