This route runs through Guangzhou's Nansha terminals, which since September 2026 accept Dongguan-inspected battery boxes without a second check, then follows a Suez corridor that Mediterranean services are using again more than any other Asia–Europe lane; at the far end is a port that admits dangerous goods only on an electronic request through ValenciaportPCS.

The Spanish side checks RII-PYA registration alongside the EU battery rules. This page sets out 6 points specific to this route, how Anxin handles each one and which documents to prepare.

What we need to start

  • Nansha export
  • Dongguan–Nansha one-box
  • EU declaration of conformity
  • ValenciaportPCS DG admission data
  • RII-PYA number

Route profile

What sets Guangzhou → Valencia apart

Origin port

Guangzhou (Nansha)

Pearl River Delta battery cargo through Nansha, where a September 2026 agreement lets Dongguan-inspected containers load without a second MSA check, and where typhoon season runs June to October.

Destination port

Valencia

Dangerous goods admitted only on an electronic request through ValenciaportPCS, shared at once with the Port Authority, the Harbourmaster and Customs.

Where this route gets difficult

Where Guangzhou → Valencia shipments get held up: 6 points

Loading port first, then the sea leg, then Valencia and the Spain market.

  1. Origin port

Packaging certificate data now shared in Dongguan

Dongguan Customs and Dongguan MSA began sharing dangerous-goods packaging certificate data in September 2026, which they called a first in China, and agreed joint action on concealed and false declarations; Huangpu Customs runs a joint 'lithium batteries going overseas' service against misdeclaration as well. A mismatch between packaging certificate and MSA filing is visible to both.

What Anxin does: We check that the UN number, packaging code and quantities on the packaging certificate are exactly those on the MSA cargo report before either is submitted.

  2. Sea corridor

The canal is open; the risk sits further south

The JMIC's September 2026 update put the northern Red Sea and the Suez Canal at MODERATE, with two-way transits and container lines selectively returning, and the Eastern Mediterranean at LOW. On this corridor the exposure lies at the southern entrance of the Red Sea, not at the canal itself.

What Anxin does: We check before each booking whether the service has changed routing since the last quote.

  3. Destination port

    Electronic admission request through ValenciaportPCS

Valencia admits dangerous goods on an electronic request through ValenciaportPCS; paper has not been accepted since 2013. The platform sends the same documentation to the Port Authority, the Harbourmaster and Customs at once, so a discrepancy is visible to all three.

What Anxin does: We make sure the DG details the agent will enter in ValenciaportPCS come from the shipper's final declaration, checked against the booking before loading in Guangzhou.

  4. Import country

User-replaceable batteries in appliances from 18 February 2027

Article 11 of the Battery Regulation says that from 18 February 2027 portable batteries inside appliances must be readily removable and replaceable by the end-user using commercially available tools, without heat or solvents, except under limited derogations. Appliances sold in Spain after that date need a design that complies.

What Anxin does: When appliances with built-in batteries are booked for Spain we point the importer to the February 2027 date so the manufacturer answers the design question before shipment; we do not assess compliance.

  5. Import country

Instructions and safety information in the language of Spain

Importers must make sure batteries come with instructions and safety information in a language end-users in Spain easily understand, as that Member State decides. Printed inserts and carton text are far easier to change before the goods are packed in China.

What Anxin does: We ask the importer which language Spain requires and check carton and insert photos against it before loading.

  6. Import country

Due diligence on battery raw materials from August 2027

Regulation (EU) 2025/1561 pushed the Battery Regulation's due diligence duties for cobalt, lithium, nickel and natural graphite back to 18 August 2027 and gave the Commission until 26 July 2026 for its guidelines. Buyers in Spain are already collecting the supply-chain information they will need.

What Anxin does: We pass the Spain buyer's due diligence questions to the manufacturer and keep their answers with the shipment file; the policy itself remains the producer's responsibility.

Documents & compliance

Documents to line up for Guangzhou → Valencia

Anxin reviews documents supplied by the shipper, manufacturer and importer; it does not issue test reports, safety data sheets or import certificates.

At the Guangzhou end

  • Packaging certificate and MSA cargo report cross-checked line by line (UN number, packaging code, quantity)
  • Container packing certificate signed by a certified packing inspector after supervised stuffing
  • Transport-condition classification report where applicable
  • Load plan showing even weight distribution (no more than 60% of the cargo weight in either half of the container length)
  • Battery quantity and chemistry listed separately for batteries in equipment

For the carrier and the voyage

  • Routing (Red Sea or Cape) and any war-risk surcharge stated on the booking
  • Lithium battery mark (SP188 cargo) or class 9 labels and placards
  • Condition statement: new, used, damaged/defective (SP376) or for recycling (SP377)

For the importer in Spain

  • Instructions and safety information in the language Spain requires
  • RII-PYA registration number of the Spanish producer

Before you book

Match the details first

We line up UN numbers, model names and package counts across the Guangzhou filings, the booking with the carrier and the documents for Spain before the booking is confirmed, so that a mismatch is fixed at origin rather than discovered at Valencia.

Carriers we book with

Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.

Questions

Questions about shipping from Guangzhou to Valencia

24 hours before the container is loaded in China, not before it reaches Valencia. Without it carriers do not load the box, and a filing without an EORI number is rejected.

Often: in September 2026, 57% of Asia–Mediterranean services used the Red Sea routing. Bab el-Mandeb was rated a SUBSTANTIAL threat by the JMIC on 24 September 2026, so we confirm each service's routing before booking.

Both now have a one-box arrangement with Dongguan MSA: Yantian since May 2026 and Nansha since 22 September 2026, so a container inspected at the factory need not be reopened at the terminal unless necessary. The choice then comes down to the carrier's service to your destination and the cut-offs; we compare both when you book.
