From Guangzhou to Izmit (Kocaeli), cargo moves out of Nansha, at the mouth of the Pearl River, crosses a corridor through the Turkish Straits, and is discharged at the port of Izmit (Kocaeli).

Türkiye checks battery imports through TAREKS before the customs declaration is registered. Below are 6 route-specific points to plan for, what we do about each, and the documents to have ready before booking.

What we need to start

  • Dongguan–Nansha one-box
  • Typhoon season Jun–Oct
  • Özet beyan 24 h before loading
  • TAP membership + Çevre Uyum İzni
  • TAREKS application

Route profile

What sets Guangzhou → Izmit (Kocaeli) apart

Origin port

Guangzhou (Nansha)

Pearl River Delta battery cargo through Nansha, where a September 2026 agreement lets Dongguan-inspected containers load without a second MSA check, and where typhoon season runs June to October.

Import country

Türkiye

Where this route gets difficult

6 points to plan for on the Guangzhou → Izmit (Kocaeli) route

Listed from loading in Guangzhou to import into Turkey, each with what we do about it.

  1. Origin port

Customs and MSA now compare packaging certificates

In September 2026 Dongguan Customs and Dongguan MSA started sharing dangerous-goods packaging certificate data, described as a first in China, together with joint action against concealed and false declarations; Huangpu Customs also runs a joint 'lithium batteries going overseas' service against misdeclaration. A packaging certificate that does not match the MSA filing is now visible to both agencies.

What Anxin does: We check that the UN number, packaging code and quantities on the packaging certificate are exactly those on the MSA cargo report before either is submitted.

  2. Origin port

Dongguan factory to Nansha: the new one-box route

On 22 September 2026 Dongguan and Guangzhou MSA agreed to extend the one-box model to Nansha: Guangzhou MSA recognises Dongguan MSA's factory inspection and does not re-inspect unless necessary. The first box was stuffed in Dongguan that day and sailed from Nansha to Singapore on 24 September. The model is new at Nansha, so the factory record has to be right first time.

What Anxin does: We ask at booking whether your Dongguan factory can use the Nansha one-box arrangement and make sure the stuffing photos, packing certificate and DG declaration match, because a mismatch is the 'necessary' case that brings the second inspection back.

  3. Sea corridor

Bab el-Mandeb and Suez come first

To reach the Black Sea a ship passes Suez. Mediterranean-type services took the Red Sea routing 57% of the time in September 2026, and the JMIC rated Bab el-Mandeb SUBSTANTIAL, with the Houthis in control of Perim Island in the channel.

What Anxin does: We ask the carrier which routing the service uses and name it on the quote.

  4. Import country

TAREKS inspection before the customs declaration

Under Communiqué 2017/15, battery imports are inspected through the TAREKS system on a risk-analysis basis, and the inspection happens before the customs declaration can be registered. The importer is legally responsible for the goods' compliance, so conformity documents need to be ready when the container reaches Izmit (Kocaeli).

What Anxin does: We send the importer the manufacturer's declaration of conformity, test reports and product photos before loading, for its TAREKS application.

  5. Import country

TAP membership, then a TAREKS environmental permit

Battery importers in Türkiye have to join TAP, the Ministry-authorised association for portable battery producers and importers, or its system. TAP's board decides within 30 days; only then can the importer apply through TAREKS for the Ministry's environmental compliance permit (Çevre Uyum İzni).

What Anxin does: Before booking we ask the Turkish importer for its TAP membership and permit status, so a first-time importer starts the 30-day process before the goods leave Guangzhou.

  6. Import country

Retail needs the brand in a collection system

In Türkiye a distributor may not sell a battery brand that has no collection system behind it and must take back waste batteries free of charge, so the brand's registration decides whether stock can go on sale.

What Anxin does: We ask the importer to confirm the brand is registered in its collection system before the first shipment leaves Guangzhou.

Documents & compliance

Documents to line up for Guangzhou → Izmit (Kocaeli)

These documents come from the shipper, the manufacturer and the importer. Anxin checks them against each other; it does not issue test reports, safety data sheets or import certificates.

In Guangzhou, before the box is loaded

  • Packaging certificate and MSA cargo report cross-checked line by line (UN number, packaging code, quantity)
  • Transport-condition classification report where applicable
  • Load plan showing even weight distribution (no more than 60% of the cargo weight in either half of the container length)
  • Invoice in triplicate with HS code and origin; certificate of origin without corrections
  • Battery type, quantity and weight per invoice line (for GEKAP)

Carrier and voyage

  • Final DG manifest data ready before the vessel reaches the Turkish Straits
  • Dangerous goods declaration with UN number (3480 / 3481 / 3090 / 3091), proper shipping name and packing instruction (P903, or P908/P911 for damaged)
  • Lithium battery mark (SP188 cargo) or class 9 labels and placards

At the Turkey end

  • Importer's TAP membership and Çevre Uyum İzni (TAREKS)

Match the details first

We line up UN numbers, model names and package counts across the Guangzhou filings, the booking with the carrier and the documents for Turkey before the booking is confirmed, so that a mismatch is fixed at origin rather than discovered at Izmit (Kocaeli).

Carriers we book with

Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.

Questions

Common questions on the Guangzhou → Izmit (Kocaeli) route

At least 24 hours before the container is loaded at the departure port in China, filed electronically to the customs office of discharge.

A Sailing Plan 1 to the Turkish Straits VTS at least 24 hours before entry, including the dangerous cargo classes on board.

Both now have a one-box arrangement with Dongguan MSA: Yantian since May 2026 and Nansha since 22 September 2026, so a container inspected at the factory need not be reopened at the terminal unless necessary. The choice then comes down to the carrier's service to your destination and the cut-offs; we compare both when you book.
