Lianyungang to Sokhna
Yellow Sea · Taiwan Strait · Malacca Strait · Indian Ocean · Gulf of Aden · Bab-el-Mandeb · Red Sea · Suez Canal
This route runs out of Lianyungang, where the MSA simplified 'new three' filings in 2024, then follows an approach through Bab-el-Mandeb into one of the world's warmest seas; at the far end is the port of Sokhna.
On the Egyptian side the ACI system needs the exporter on CargoX and the documents uploaded before the ship arrives. Below are 5 route-specific points to plan for, what we do about each, and the documents to have ready before booking.
What we need to start
Route profile
Bab-el-Mandeb rated SUBSTANTIAL, piracy back in the Gulf of Aden, and a final leg through one of the warmest seas in the world.
An ACID number from Nafeza before the cargo leaves China, CargoX document uploads 48 hours before arrival, and a new Importers Register regime since July 2026.

Where this route gets difficult
Loading port first, then the sea leg, then Sokhna and the Egypt market.
Under Lianyungang MSA's Notice No. 1 of 2024 the cargo side of a 'new three' filing needs four items: safe-carriage declaration, packing certificate signed by an inspector, packaging inspection certificate where the goods are packaged, and a power of attorney. A shorter list puts more weight on each paper, and the packing certificate still requires a certified inspector after supervised stuffing.
What Anxin does: We prepare the four cargo-side documents together and check that the packing certificate, the packaging certificate and the declaration describe the same UN numbers and quantities.
For energy storage shipped on break-bulk vessels, Lianyungang MSA's June 2025 guide classes ESS cabinets as UN3480 and ESS containers as UN3536, recommends 20–50% remaining charge, and requires converters and monitoring switched off, series and parallel circuits disconnected, packages spread evenly with a low centre of gravity, and a safety meeting before the ship arrives.
What Anxin does: For ESS units we confirm the UN number the unit ships under, get the state of charge and isolation steps in writing from the manufacturer, and join the pre-arrival safety meeting with the stowage details.
Piracy has returned to the Gulf of Aden: the JMIC rated it SUBSTANTIAL in September 2026, and four merchant ships hijacked off Somalia this year, including the product tanker MT HONOUR 25, were still being held.
What Anxin does: We check the carrier's routing and security surcharges for Sokhna at each booking rather than relying on an older quote.
Egypt puts part of the clearance work on the Chinese exporter: a verified CargoX account and, for sea cargo, invoice, bill of lading, packing list and certificate of origin uploaded at least 48 hours before the ship reaches Sokhna.
What Anxin does: We check with the shipper in Lianyungang that its CargoX account is verified before booking, and remind it to upload the document set as soon as the bill of lading is issued.
Egypt replaced its Importers Register rules with Ministerial Decree No. 271 of 2026 from 22 July 2026. GOEIC decides on complete applications within 15 days, is moving registration, renewals and data updates online, and now allows time-limited registration for companies below 51% Egyptian ownership. A buyer whose entry has lapsed or is still pending cannot import the goods in its own name.
What Anxin does: We ask the Egyptian buyer to confirm its Importers Register status before we book the container for Sokhna.

Documents & compliance
These documents come from the shipper, the manufacturer and the importer. Anxin checks them against each other; it does not issue test reports, safety data sheets or import certificates.

Most delays on this route start with a document that exists but does not match: a UN number, a model name or a package count that differs between the Lianyungang filings, the carrier booking and the Egypt import file. We check the three against each other before the booking is confirmed.
Carriers we book with
Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.
Risk & mitigation
| Risk | Where | Mitigation | Who acts |
|---|---|---|---|
| One of the four documents inconsistent with the others | Lianyungang MSA filing | Cross-check before submission | Anxin with the declarant |
| ESS unit not isolated or poorly distributed in a break-bulk hold | Lianyungang, break-bulk loading | Manufacturer's written isolation steps; safety meeting | Manufacturer / ship, coordinated by Anxin |
| Piracy threat in the Gulf of Aden | Gulf of Aden | Current routing and surcharges confirmed per booking | Carrier |
| CargoX documents not uploaded in time | Egyptian Customs (ACI) | Upload reminder when the B/L is issued | Shipper |
Questions
Register and be verified on CargoX, then upload the invoice, bill of lading, packing list and certificate of origin at least 48 hours before the vessel arrives.
Either through Bab-el-Mandeb, on the same vessel or after transhipment, or the long way round Africa and south through the Suez Canal. Container lines were being selective in September 2026, so we ask each carrier for its current routing and name it, with any risk surcharge, in the quote.
Under its Notice No. 1 of 2024, the cargo side submits the DG safe-carriage declaration, the inspector-signed packing certificate, the packaging inspection certificate where the goods are packaged, and a power of attorney.
