Where this route gets difficult
They run from the Lianyungang terminal through the voyage to Shuwaikh and the Kuwait import file.
Under Lianyungang MSA's Notice No. 1 of 2024 the cargo side of a 'new three' filing needs four items: safe-carriage declaration, packing certificate signed by an inspector, packaging inspection certificate where the goods are packaged, and a power of attorney. A shorter list puts more weight on each paper, and the packing certificate still requires a certified inspector after supervised stuffing.
What Anxin does: We prepare the four cargo-side documents together and check that the packing certificate, the packaging certificate and the declaration describe the same UN numbers and quantities.
Between April and July sea fog is a major marine hazard in the Yellow and Bohai Seas, the China Meteorological Administration says. Lianyungang, like Qingdao, can see vessels held at anchor by fog, and moving a box to another vessel means amending its DG filings.
What Anxin does: In fog season we keep slack between stuffing and the DG cut-off and have the filing data ready to amend.
The JMIC reports persistent GNSS jamming and spoofing across the Gulf of Oman, the Arabian Gulf and the Hormuz approaches, with AIS positions and speeds that do not add up; the Gulf of Oman and the Arabian Sea are rated MODERATE. Arrival estimates built on public ship tracking are less dependable on this leg.
What Anxin does: We rely on the carrier's own schedule updates rather than third-party AIS positions when we give you an arrival estimate for Shuwaikh.
Kuwait Customs deals only with local agents, who clear goods with a letter of representation and an end-user letter. The importer's agent therefore needs both letters, as well as the DG documents, before the container is discharged at Shuwaikh.
What Anxin does: We confirm the importer's customs agent at booking and send it the DG declaration and SDS together with the commercial documents.
The Kuwaiti document set is formal: an original and two copies of the invoice with chamber legalisation, a legalised certificate of origin, a stamped packing list and three bill of lading copies.
What Anxin does: We start the chamber legalisation of the invoice and certificate of origin in China as soon as the invoice is final, so the originals reach the Kuwaiti agent before the ship arrives in Shuwaikh.

Documents & compliance
