Where this route gets difficult
Listed from loading in Lianyungang to import into Latvia, each with what we do about it.
Between April and July sea fog is a major marine hazard in the Yellow and Bohai Seas, the China Meteorological Administration says. Lianyungang, like Qingdao, can see vessels held at anchor by fog, and moving a box to another vessel means amending its DG filings.
What Anxin does: In fog season we keep slack between stuffing and the DG cut-off and have the filing data ready to amend.
Before the Danish straits, the voyage from Asia is the same as for North Europe: Sea-Intelligence data for September 2026 put Red Sea routing at 27% for North Europe services, so most boxes still go round the Cape of Good Hope, where SAMSA estimates about 35% of 2024's lost containers went overboard.
What Anxin does: We quote the Suez and Cape routings separately when both are offered and apply the CINS stuffing checks strictly on Cape sailings.
For Riga, EU security pre-filing happens at the other end of the voyage: the ICS2 entry summary must reach the system 24 hours before the container is loaded in Lianyungang. No filing means no loading, and a missing EORI number is enough to reject it.
What Anxin does: We collect the consignee's EORI number, an HS-level goods description and the house-bill parties at booking, and make sure the party filing the ENS has them before the Lianyungang cut-off.
Road delivery from Riga is an ADR movement, because the EU applies ADR to domestic journeys through Directive 2008/68/EC. For UN 3480 that means class 9, transport category 2 and tunnel code (E), which restricts the route through category E tunnels; batteries found damaged at unloading move to special provision 376 packing (P908 or P911).
What Anxin does: We give the Latvia haulier the same UN number, class and package details that appear on the sea dangerous goods declaration, so the ADR transport document matches the container paperwork from Lianyungang.
Stationary battery energy storage systems placed on the EU market since 18 August 2024 must be safe in normal operation, with technical documentation showing tests against the Annex V parameters, including thermal shock, short-circuit protection, over-discharge and thermal propagation. ESS buyers in Latvia increasingly ask for that file before delivery.
What Anxin does: For ESS cabinets and racks bound for Latvia we ask the manufacturer to confirm that the Annex V test documentation exists before booking and note the answer in the shipment file.

Test reports, safety data sheets and import certificates come from the shipper, factory and importer, not from Anxin; our part is to review them before booking.

No. Under the Battery Regulation producers register in each Member State where they first make batteries available, and the authority has up to 12 weeks to grant a complete application. A producer without an establishment in Latvia needs an authorised representative there.
Often, but it depends on the service. The Baltic is reached through the Danish straits, and we ask the carrier to name any transhipment port and confirm DG acceptance for each vessel.
Under its Notice No. 1 of 2024, the cargo side submits the DG safe-carriage declaration, the inspector-signed packing certificate, the packaging inspection certificate where the goods are packaged, and a power of attorney.
