This route runs through Lianyungang port, then follows a Bab el-Mandeb and Suez passage into the Mediterranean; at the far end is the port of Marsaxlokk.

The Malta side follows the EU battery and customs pre-filing rules. This page sets out 6 points specific to this route, how Anxin handles each one and which documents to prepare.

What we need to start

  • Fog season Apr–Jul
  • Lianyungang export
  • EU declaration of conformity
  • Consignee EORI
  • National producer registration

Route profile

What sets Lianyungang → Marsaxlokk apart

Origin port

Lianyungang

Jiangsu's Yellow Sea port, with a simplified document list for 'new three' cargo since 2024 and its own guide for energy-storage units on break-bulk ships.

Sea corridor

Asia – Mediterranean via Suez

Mediterranean services are the ones most likely to use Suez again (57% in September 2026), which puts the cargo back through Bab el-Mandeb, rated a SUBSTANTIAL threat.

Where this route gets difficult

6 pain points from Lianyungang to Marsaxlokk

They run from the Lianyungang terminal through the voyage to Marsaxlokk and the Malta import file.

  1. Origin port

Yellow Sea fog from April to July

The China Meteorological Administration describes sea fog as a major marine hazard in the Yellow and Bohai Seas, mainly from April to July. At Lianyungang, as at Qingdao, fog can hold vessels at anchor, and a changed vessel means amended DG filings.

What Anxin does: In fog season we keep slack between stuffing and the DG cut-off and have the filing data ready to amend.

  2. Origin port

A shorter document list at Lianyungang, not a shorter check

Lianyungang MSA's Notice No. 1 of 2024 cut the materials for 'new three' cargo to four on the cargo side: the safe-carriage declaration, the inspector-signed packing certificate, the packaging inspection certificate where packaged, and a power of attorney. Fewer papers means each one carries more weight; the packing certificate still has to be signed by a certified inspector after supervised stuffing.

What Anxin does: We prepare the four cargo-side documents together and check that the packing certificate, the packaging certificate and the declaration describe the same UN numbers and quantities.

  3. Sea corridor

The inbound leg's emissions now count under EU ETS

Because Marsaxlokk is an EU port, container ships of 5,000 GT or more calling there fall under the EU Emissions Trading System, which covers half the emissions of the voyage from China. Lines surrendered allowances for 70% of those emissions in 2025 and must cover 100% from 2027, a cost that can reach shippers as a surcharge.

What Anxin does: We ask for the emissions surcharge to be shown as its own line in the quote, with the basis the carrier uses, so that successive quotes can be compared like for like.

  4. Import country

The truck leg out of Marsaxlokk runs under ADR

Road delivery from Marsaxlokk is an ADR movement, because the EU applies ADR to domestic journeys through Directive 2008/68/EC. For UN 3480 that means class 9, transport category 2 and tunnel code (E), which restricts the route through category E tunnels; batteries found damaged at unloading move to special provision 376 packing (P908 or P911).

What Anxin does: We give the Malta haulier the same UN number, class and package details that appear on the sea dangerous goods declaration, so the ADR transport document matches the container paperwork from Lianyungang.

  5. Import country

Due diligence on battery raw materials from August 2027

Regulation (EU) 2025/1561 pushed the Battery Regulation's due diligence duties for cobalt, lithium, nickel and natural graphite back to 18 August 2027 and gave the Commission until 26 July 2026 for its guidelines. Buyers in Malta are already collecting the supply-chain information they will need.

What Anxin does: We pass the Malta buyer's due diligence questions to the manufacturer and keep their answers with the shipment file; the policy itself remains the producer's responsibility.

  6. Import country

User-replaceable batteries in appliances from 18 February 2027

Article 11 of the Battery Regulation says that from 18 February 2027 portable batteries inside appliances must be readily removable and replaceable by the end-user using commercially available tools, without heat or solvents, except under limited derogations. Appliances sold in Malta after that date need a design that complies.

What Anxin does: When appliances with built-in batteries are booked for Malta we point the importer to the February 2027 date so the manufacturer answers the design question before shipment; we do not assess compliance.

Match the details first

We line up UN numbers, model names and package counts across the Lianyungang filings, the booking with the carrier and the documents for Malta before the booking is confirmed, so that a mismatch is fixed at origin rather than discovered at Marsaxlokk.

Carriers we book with

Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.
