Where this route gets difficult

5 points to plan for on the Lianyungang → Gdansk route

In the order the cargo meets them: at the loading port, at sea, at Gdansk and at customs in Poland.

  1. Origin port

    A shorter document list at Lianyungang, not a shorter check

    Lianyungang MSA's Notice No. 1 of 2024 cut the materials for 'new three' cargo to four on the cargo side: the safe-carriage declaration, the inspector-signed packing certificate, the packaging inspection certificate where packaged, and a power of attorney. Fewer papers means each one carries more weight; the packing certificate still has to be signed by a certified inspector after supervised stuffing.

    What Anxin does: We prepare the four cargo-side documents together and check that the packing certificate, the packaging certificate and the declaration describe the same UN numbers and quantities.

  2. Sea corridor

    The inbound leg's emissions now count under EU ETS

    Because Gdansk is an EU port, container ships of 5,000 GT or more calling there fall under the EU Emissions Trading System, which covers half the emissions of the voyage from China. Lines surrendered allowances for 70% of those emissions in 2025 and must cover 100% from 2027, a cost that can reach shippers as a surcharge.

    What Anxin does: We ask for the emissions surcharge to be shown as its own line in the quote, with the basis the carrier uses, so that successive quotes can be compared like for like.

  3. Destination port

    National Single Window declaration and the harbour master's conditions

    In the ports supervised by the Maritime Office in Gdynia, the dangerous goods on an arriving ship are declared through the National Single Window at least 24 hours ahead, or on departure from the previous port on a short leg, which is common for Baltic feeders. The harbour master then gives consent and sets conditions for entry and handling.

    What Anxin does: Because most Chinese cargo reaches Gdansk by feeder, we check the DG data are final before the mainline ship leaves Lianyungang, so the feeder's declaration is not built on a draft.

  4. Import country

    Annex V testing for stationary energy storage

    Stationary battery energy storage systems placed on the EU market since 18 August 2024 must be safe in normal operation, with technical documentation showing tests against the Annex V parameters, including thermal shock, short-circuit protection, over-discharge and thermal propagation. ESS buyers in Poland increasingly ask for that file before delivery.

    What Anxin does: For ESS cabinets and racks bound for Poland we ask the manufacturer to confirm that the Annex V test documentation exists before booking and note the answer in the shipment file.

  5. Import country

    Due diligence on battery raw materials from August 2027

    Regulation (EU) 2025/1561 pushed the Battery Regulation's due diligence duties for cobalt, lithium, nickel and natural graphite back to 18 August 2027 and gave the Commission until 26 July 2026 for its guidelines. Buyers in Poland are already collecting the supply-chain information they will need.

    What Anxin does: We pass the Poland buyer's due diligence questions to the manufacturer and keep their answers with the shipment file; the policy itself remains the producer's responsibility.
