Lithium batteries for Ponta Delgada go through Lianyungang port. On the way they face a Bab el-Mandeb and Suez passage into the Mediterranean, and they arrive at the port of Ponta Delgada.

On the Portuguese side, APA's SILiAmb register and the EU importer checks both apply. The 5 points below are particular to this lane; each comes with what we do and the paperwork it touches.

Route profile

How Lianyungang → Ponta Delgada differs from other lanes

Origin port

Lianyungang

Jiangsu's Yellow Sea port, with a simplified document list for 'new three' cargo since 2024 and its own guide for energy-storage units on break-bulk ships.

Sea corridor

Asia – Mediterranean via Suez

Mediterranean services are the ones most likely to use Suez again (57% in September 2026), which puts the cargo back through Bab el-Mandeb, rated a SUBSTANTIAL threat.

Where this route gets difficult

What to watch between Lianyungang and Ponta Delgada: 5 points

Listed from loading in Lianyungang to import into Portugal, each with what we do about it.

  1. Origin port

A shorter document list at Lianyungang, not a shorter check

Lianyungang MSA's Notice No. 1 of 2024 cut the materials for 'new three' cargo to four on the cargo side: the safe-carriage declaration, the inspector-signed packing certificate, the packaging inspection certificate where packaged, and a power of attorney. Fewer papers means each one carries more weight; the packing certificate still has to be signed by a certified inspector after supervised stuffing.

What Anxin does: We prepare the four cargo-side documents together and check that the packing certificate, the packaging certificate and the declaration describe the same UN numbers and quantities.

  2. Sea corridor

Mediterranean services are back in the Red Sea more than others

Sea-Intelligence data for September 2026 show 57% of Asia–Mediterranean services routed via the Red Sea, against 27% for North Europe. For Ponta Delgada the Suez routing is therefore the likely one, and it runs through Bab el-Mandeb, which the JMIC rated SUBSTANTIAL on 24 September 2026: the Houthis describe their blockade as selective, and they now hold Perim Island in the channel.

What Anxin does: We ask the carrier which routing its service to Ponta Delgada uses and name it on the quote, together with any war-risk or emergency surcharge.

  3. Import country

APA's SILiAmb register and an annual declaration

Importers placing batteries on the market in Portugal register with the Portuguese Environment Agency (APA) on SILiAmb and submit an annual declaration by 31 March that includes batteries built into other products. They meet their responsibility through a licensed management entity such as Electrão, or through an individual system authorised by APA.

What Anxin does: We ask the Portuguese importer for its APA registration and management entity before booking, and list battery weights separately so its declaration is easy.

  4. Import country

CE marking and a declaration of conformity in the right language

Since 18 August 2024 a battery sold in the EU needs the CE marking and an EU declaration of conformity from its manufacturer. The declaration has to be available in the language Portugal requires, and the importer is the one who must check both before the goods are released for sale.

What Anxin does: We ask the manufacturer in China for the declaration of conformity and a photo of the CE marking on the battery or its packaging before loading, and pass them to the Portugal importer. We check that the documents exist and match the goods; we do not assess conformity.

  5. Import country

    Substance limits for portable batteries

For portable batteries, Annex I sets maximum levels of 0.0005 % mercury, 0.002 % cadmium and 0.01 % lead by weight, the lead limit applying since 18 August 2024. The importer in Portugal may be asked by market surveillance to demonstrate compliance.

What Anxin does: We ask the manufacturer for its substance declaration or test report reference and file it with the shipping documents for the Portugal importer; we do not test batteries.

Before you book

Match the details first

We line up UN numbers, model names and package counts across the Lianyungang filings, the booking with the carrier and the documents for Portugal before the booking is confirmed, so that a mismatch is fixed at origin rather than discovered at Ponta Delgada.

Carriers we book with

Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.
