This route runs out of Lianyungang, where the MSA simplified 'new three' filings in 2024, then follows a corridor across the Arabian Sea and, for Gulf ports, through Hormuz; at the far end is the port of Jubail.

On arrival Saudi Arabia checks SABER certificates, and the manifest and customs declaration are due in FASAH before the ship docks. Below are 5 route-specific points to plan for, what we do about each, and the documents to have ready before booking.

What we need to start

  • Lianyungang export
  • Break-bulk ESS guide
  • SABER shipment certificate
  • Arabic label artwork
  • SABER product certificate

Route profile

What sets Lianyungang → Jubail apart

Sea corridor

Asia – Arabian Sea & the Gulf

An Arabian Sea passage and, for Gulf ports, the Strait of Hormuz, rated a SEVERE threat in September 2026, with GNSS jamming across the approaches.

Import country

Saudi Arabia

Saudi clearance runs on SABER certificates, Arabic labels and a manifest that has to carry the HS code and the dangerous-goods details.

Where this route gets difficult

What to watch between Lianyungang and Jubail: 5 points

Loading port first, then the sea leg, then Jubail and the Saudi Arabia market.

  1. Origin port

Energy storage on break-bulk ships: Lianyungang's own rules

Lianyungang MSA's June 2025 guide for ESS on break-bulk ships treats ESS cabinets as UN3480 and ESS containers as UN3536, recommends a remaining charge of 20–50%, and requires converters and monitoring to be powered off, series and parallel circuits disconnected, packages evenly spread with a low centre of gravity, and a safety meeting before the ship arrives.

What Anxin does: For ESS units we confirm the UN number the unit ships under, get the state of charge and isolation steps in writing from the manufacturer, and join the pre-arrival safety meeting with the stowage details.

  2. Sea corridor

Southwest monsoon on the Arabian Sea, June to September

India's southwest monsoon runs from June to September, bringing rough seas and squally weather to the Arabian Sea that regularly disrupt port operations along the route.

What Anxin does: For June–September sailings we check blocking and bracing strictly on stuffing photos and allow for schedule slippage in the delivery plan.

  3. Import country

Manifest data in FASAH 72 hours before the ship arrives

Since 29 October 2025 the Saudi ports authority and ZATCA want cargo manifest data in FASAH at least 72 hours before arrival for ships coming from distant ports such as Lianyungang, and late filing is fined. From 1 May 2026 the manifest must also carry the 6-digit HS code, cargo size data and, for dangerous goods, their type and details; a manifest with inaccurate data is rejected.

What Anxin does: We give the carrier the 6-digit HS code, the UN number and class, packages and weights at booking, so the manifest filed for Jubail is complete well before the 72-hour point.

  4. Import country

Customs declaration in FASAH 48 hours before arrival

The importer, or its broker, must complete the FASAH customs declaration with the required documents at least 48 hours before the shipment reaches Jubail. ZATCA asks for the commercial invoice, bill of lading and certificate of origin, plus product-specific documents such as the SABER certificates, so these have to be final while the ship is still at sea.

What Anxin does: We send the final invoice, packing list, bill of lading copy and certificate of origin to the importer's broker as soon as the ship sails from Lianyungang, so the 48-hour FASAH filing is not waiting on documents.

  5. Import country

Arabic label content has to match the certificate

Labels must be in Arabic, or Arabic and English, firmly fixed, and must carry the product name and model, the brand or manufacturer, 'Made in China', the supplier's name and address, whether the battery is rechargeable, and its ratings. A carton printed only in English or Chinese, or with a model number that differs from the SABER record, is a common reason for a hold.

What Anxin does: We compare the label and carton photos from the factory with the model list on the certificate before stuffing, and send any mismatch back to the shipper while it can still be fixed in Lianyungang.

Documents & compliance

What to have ready: Lianyungang to Jubail

Test reports, safety data sheets and import certificates come from the shipper, factory and importer, not from Anxin; our part is to review them before booking.

At the Lianyungang end

  • For ESS: UN3480 or UN3536 confirmed, state of charge and circuit isolation stated in writing
  • Safety data sheet and dangerous goods safe-carriage declaration for the MSA cargo report
  • Customs packaging use-appraisal result for the dangerous goods packaging (with the maker's performance appraisal)
  • Container packing certificate signed by a certified packing inspector after supervised stuffing
  • Transport-condition classification report where applicable

Carrier and voyage

  • Carrier's current call pattern and war-risk surcharge for the Gulf port in writing
  • UN 38.3 test summary for every cell and battery type
  • Dangerous goods declaration with UN number (3480 / 3481 / 3090 / 3091), proper shipping name and packing instruction (P903, or P908/P911 for damaged)

For import into Saudi Arabia

  • Arabic (or Arabic + English) label artwork with model, origin, supplier and ratings
  • SABER product certificate (PCoC) for each battery model, issued by a SASO-notified body
  • SABER shipment certificate (SCoC) for this consignment, requested once invoice and packing list are final

Before you book

One consistent file

A document that is present but inconsistent holds a booking as surely as a missing one: the UN number, model name or carton count reads differently in the Lianyungang export filings, the carrier booking and the Saudi Arabia import papers. We compare all three before confirming space.

Carriers we book with

Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.

Questions

Common questions on the Lianyungang → Jubail route

No. The product certificate covers the model; each consignment also needs its own shipment certificate issued through SABER. We ask for the product certificate before booking and remind the importer to request the shipment certificate once the invoice and packing list are final.

Traffic continues but at reduced levels: the JMIC rated Hormuz SEVERE on 24 September 2026, below the 2025 average of about 138 ships a day. We confirm each carrier's current call pattern and surcharges before booking.

Its June 2025 break-bulk ESS guide recommends 20–50% remaining charge, with converters and monitoring off and circuits disconnected.
