From Lianyungang to Khalifa Port, cargo moves out of Lianyungang, crosses an Arabian Sea passage towards the Gulf, and is discharged at Khalifa Port, whose DG guideline names lithium batteries and asks for an SDS-based approach to each product.
UAE customs works emirate by emirate, with the consignee's trade licence deciding where goods may be imported. Below are 5 route-specific points to plan for, what we do about each, and the documents to have ready before booking.
What we need to start
Route profile
Jiangsu's Yellow Sea port, with a simplified document list for 'new three' cargo since 2024 and its own guide for energy-storage units on break-bulk ships.
Dangerous goods notified to AD Ports 24 to 48 hours before arrival with container-level IMDG data, and a named importer contact if a box leaks.

Where this route gets difficult
Listed from loading in Lianyungang to import into United Arab Emirates, each with what we do about it.
Lianyungang MSA's Notice No. 1 of 2024 cut the materials for 'new three' cargo to four on the cargo side: the safe-carriage declaration, the inspector-signed packing certificate, the packaging inspection certificate where packaged, and a power of attorney. Fewer papers means each one carries more weight; the packing certificate still has to be signed by a certified inspector after supervised stuffing.
What Anxin does: We prepare the four cargo-side documents together and check that the packing certificate, the packaging certificate and the declaration describe the same UN numbers and quantities.
The China Meteorological Administration describes sea fog as a major marine hazard in the Yellow and Bohai Seas, mainly from April to July. At Lianyungang, as at Qingdao, fog can hold vessels at anchor, and a changed vessel means amended DG filings.
What Anxin does: In fog season we keep slack between stuffing and the DG cut-off and have the filing data ready to amend.
The JMIC reports persistent GNSS jamming and spoofing across the Hormuz approaches, the Gulf of Oman and the Arabian Gulf, and rates the Gulf of Oman and the Arabian Sea MODERATE. Anomalous AIS positions and speeds are reported in the same areas, so vessel positions shown in tracking tools are less reliable there.
What Anxin does: We rely on the carrier's own schedule updates rather than third-party AIS positions when we give you an arrival estimate for Khalifa Port.
AD Ports treats class 9 as a mixed class and asks for product-specific SDS handling; for a leaking box it expects an amended declaration, the SDS, the manifest and round-the-clock contacts for haulier, store and importer.
What Anxin does: We collect a current SDS for every battery type in the container and the importer's 24-hour contact before loading in Lianyungang.
UAE customs asks for more than an invoice: the packing list must give the weight, packing method and HS code of every item, and the certificate of origin has to be approved by a chamber of commerce in China.
What Anxin does: We prepare the packing list with an HS code, weight and packing method on every line and have the certificate of origin issued through a Chinese chamber of commerce before the ship reaches Khalifa Port.

Documents & compliance
These documents come from the shipper, the manufacturer and the importer. Anxin checks them against each other; it does not issue test reports, safety data sheets or import certificates.

A document that is present but inconsistent holds a booking as surely as a missing one: the UN number, model name or carton count reads differently in the Lianyungang export filings, the carrier booking and the United Arab Emirates import papers. We compare all three before confirming space.
Carriers we book with
Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.
Risk & mitigation
| Risk | Where | Mitigation | Who acts |
|---|---|---|---|
| One of the four documents inconsistent with the others | Lianyungang MSA filing | Cross-check before submission | Anxin with the declarant |
| Packing list lacks item-level HS codes | UAE customs | Packing list built with HS code per line | Shipper, checked by Anxin |
Questions
The ship agent notifies AD Ports of imported dangerous goods 24 to 48 hours before the vessel arrives, with IMDG data for each container.
Traffic continues but at reduced levels: the JMIC rated Hormuz SEVERE on 24 September 2026, below the 2025 average of about 138 ships a day. We confirm each carrier's current call pattern and surcharges before booking.
Under its Notice No. 1 of 2024, the cargo side submits the DG safe-carriage declaration, the inspector-signed packing certificate, the packaging inspection certificate where the goods are packaged, and a power of attorney.
