Lithium batteries for Khor Fakkan go from northern Jiangsu through Lianyungang on the Yellow Sea. On the way they face a corridor across the Arabian Sea and, for Gulf ports, through Hormuz, and they arrive at the port of Khor Fakkan.

In the UAE, battery systems for solar and storage can need MoIAT certification before customs will release them. This page sets out 5 points specific to this route, how Anxin handles each one and which documents to prepare.

What we need to start

  • Break-bulk ESS guide
  • Fog season Apr–Jul
  • Packing list with HS code per item
  • Chamber-approved certificate of origin
  • Consignee trade licence (emirate or free zone)

Route profile

The Lianyungang → Khor Fakkan route in brief

Sea corridor

Asia – Arabian Sea & the Gulf

An Arabian Sea passage and, for Gulf ports, the Strait of Hormuz, rated a SEVERE threat in September 2026, with GNSS jamming across the approaches.

Import country

United Arab Emirates

MoIAT certification for batteries used in renewable-energy systems, an importer licensed in the right emirate or free zone, and a packing list with an HS code on every line.

Where this route gets difficult

5 pain points from Lianyungang to Khor Fakkan

Loading port first, then the sea leg, then Khor Fakkan and the United Arab Emirates market.

  1. Origin port

Energy storage on break-bulk ships: Lianyungang's own rules

Lianyungang MSA's June 2025 guide for ESS on break-bulk ships treats ESS cabinets as UN3480 and ESS containers as UN3536, recommends a remaining charge of 20–50%, and requires converters and monitoring to be powered off, series and parallel circuits disconnected, packages evenly spread with a low centre of gravity, and a safety meeting before the ship arrives.

What Anxin does: For ESS units we confirm the UN number the unit ships under, get the state of charge and isolation steps in writing from the manufacturer, and join the pre-arrival safety meeting with the stowage details.

  2. Origin port

    Fog season at Lianyungang

Between April and July sea fog is a major marine hazard in the Yellow and Bohai Seas, the China Meteorological Administration says. Lianyungang, like Qingdao, can see vessels held at anchor by fog, and moving a box to another vessel means amending its DG filings.

What Anxin does: In fog season we keep slack between stuffing and the DG cut-off and have the filing data ready to amend.

  3. Sea corridor

    Jammed GNSS, unreliable AIS

The JMIC reports persistent GNSS jamming and spoofing across the Gulf of Oman, the Arabian Gulf and the Hormuz approaches, with AIS positions and speeds that do not add up; the Gulf of Oman and the Arabian Sea are rated MODERATE. Arrival estimates built on public ship tracking are less dependable on this leg.

What Anxin does: We rely on the carrier's own schedule updates rather than third-party AIS positions when we give you an arrival estimate for Khor Fakkan.

  4. Import country

Mainland or free zone: the licence has to fit

A UAE import is tied to a trade licence: mainland imports need a licence from the emirate's Department of Economic Development, while a free zone licence covers that free zone only. The consignee on the bill of lading for Khor Fakkan has to hold the licence that matches the goods' destination.

What Anxin does: We check at booking which entity is the consignee, in which emirate or free zone it is licensed, and whether the cargo is for the free zone or the mainland, and put that entity on the bill of lading.

  5. Import country

Energy-storage batteries: MoIAT certificate before release

Cells and batteries are one of the product groups in MoIAT's renewable-energy control system, alongside PV modules and inverters. For storage batteries landed at Khor Fakkan, an ECAS or EQM certificate is part of customs clearance, not something to arrange after discharge.

What Anxin does: Before booking we ask the UAE importer whether the batteries are sold for renewable-energy use and, if so, for the MoIAT certificate reference, and we match the model list on it against the packing list.

Documents & compliance

Documents to line up for Lianyungang → Khor Fakkan

Test reports, safety data sheets and import certificates come from the shipper, factory and importer, not from Anxin; our part is to review them before booking.

At the Lianyungang end

  • For ESS: UN3480 or UN3536 confirmed, state of charge and circuit isolation stated in writing
  • Transport-condition classification report where applicable
  • Load plan showing even weight distribution (no more than 60% of the cargo weight in either half of the container length)
  • Packing list with weight, packing method and HS code per item
  • Certificate of origin approved by a Chinese chamber of commerce

Carrier and voyage

  • Dangerous goods declaration with UN number (3480 / 3481 / 3090 / 3091), proper shipping name and packing instruction (P903, or P908/P911 for damaged)
  • Lithium battery mark (SP188 cargo) or class 9 labels and placards

For the importer in United Arab Emirates

  • MoIAT (ECAS/EQM) certificate reference for batteries sold for renewable-energy use

Before you book

Match the details first

We line up UN numbers, model names and package counts across the Lianyungang filings, the booking with the carrier and the documents for United Arab Emirates before the booking is confirmed, so that a mismatch is fixed at origin rather than discovered at Khor Fakkan.

Carriers we book with

Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.

Questions

Common questions on the Lianyungang → Khor Fakkan route

Cells and batteries are covered by MoIAT's renewable-energy product control system, and ECAS or EQM certification is required to clear such products through customs.

Between June and September India's southwest monsoon brings rough seas and squalls to the Arabian Sea that regularly disrupt port operations, so we check blocking and bracing on the stuffing photos and allow slack in the delivery plan.

Its June 2025 break-bulk ESS guide recommends 20–50% remaining charge, with converters and monitoring off and circuits disconnected.
