Lithium batteries for Southampton go out of Lianyungang, where the MSA simplified 'new three' filings in 2024. On the way they face a voyage that may run through Suez as drawn or round the Cape, depending on the service, and they arrive at a Solent port where the Harbour Master wants each dangerous substance listed a day before the Nab.

Great Britain runs its own post-Brexit pre-filing and battery producer rules. This page sets out 6 points specific to this route, how Anxin handles each one and which documents to prepare.

Route profile

The Lianyungang → Southampton route in brief

Sea corridor

Asia – North & Atlantic Europe

The map shows the Suez corridor, but in September 2026 most Asia–North Europe capacity still sails round the Cape of Good Hope.

Import country

United Kingdom

UK producer registration, a compliance scheme for portable batteries above 1 tonne a year, and import clearance through HMRC's Customs Declaration Service.

Where this route gets difficult

Where Lianyungang → Southampton shipments get held up: 6 points

Listed from loading in Lianyungang to import into United Kingdom, each with what we do about it.

  1. Origin port

Yellow Sea fog from April to July

The China Meteorological Administration describes sea fog as a major marine hazard in the Yellow and Bohai Seas, mainly from April to July. At Lianyungang, as at Qingdao, fog can hold vessels at anchor, and a changed vessel means amended DG filings.

What Anxin does: In fog season we keep slack between stuffing and the DG cut-off and have the filing data ready to amend.

  2. Origin port

Energy storage on break-bulk ships: Lianyungang's own rules

Lianyungang MSA's June 2025 guide for ESS on break-bulk ships treats ESS cabinets as UN3480 and ESS containers as UN3536, recommends a remaining charge of 20–50%, and requires converters and monitoring to be powered off, series and parallel circuits disconnected, packages evenly spread with a low centre of gravity, and a safety meeting before the ship arrives.

What Anxin does: For ESS units we confirm the UN number the unit ships under, get the state of charge and isolation steps in writing from the manufacturer, and join the pre-arrival safety meeting with the stowage details.

  3. Sea corridor

Drawn via Suez, sailed mostly via the Cape

The map on this page shows the corridor through Bab-el-Mandeb and Suez, but Sea-Intelligence figures for September 2026 put Red Sea routing on the Asia–Europe head-haul at 13–25%, with 27% for North Europe services and 57% for the Mediterranean. The service that calls at Southampton decides between Suez and the Cape of Good Hope, and with it the distance, the waters and the possible transhipment ports.

What Anxin does: We ask the carrier to state the routing and any transhipment port on the booking confirmation, and we quote the two routings separately when both are on offer rather than mixing them.

  4. Destination port

Notice to the Harbour Master before the Nab or Needles

Southampton's Harbour Master needs written notice of dangerous substances at least 24 hours before the ship reaches the Nab or Needles, the entrance to the Solent, not the berth. The notice lists technical name, UN number, quantity, class and packages for each substance, and on short final legs it comes from the last port of call.

What Anxin does: We give the carrier the exact technical name, UN number and package count for the batteries at booking, so the Solent notice does not need correcting at sea.

  5. Import country

Tonnage and chemistry reporting through the NPWD

UK battery producers register with the environmental regulator through the National Packaging Waste Database and report every year the tonnage and chemistry of the batteries they placed on the market. Distributors and retailers supplying more than 32 kg a year also have to offer free take-back of waste portable batteries.

What Anxin does: We give the UK importer the battery weight and chemistry for each shipment from our booking data, which it can use for its annual return; the registration itself stays with the producer.

  6. Import country

24 hours' written notice to the harbour master

The Dangerous Goods in Harbour Areas Regulations 2016 bar bringing dangerous goods into a British harbour area without notice to the harbour master at least 24 hours ahead (and no more than six months), unless the harbour master agrees a shorter period. The notice carries UN numbers, names and quantities, so the vessel's data depend on the booking.

What Anxin does: We freeze the UN number, proper shipping name, package count and gross weight on the booking before departure and send any change to the carrier at once.

Documents & compliance

What to have ready: Lianyungang to Southampton

Test reports, safety data sheets and import certificates come from the shipper, factory and importer, not from Anxin; our part is to review them before booking.

At the Lianyungang end

  • For ESS: UN3480 or UN3536 confirmed, state of charge and circuit isolation stated in writing
  • Transport-condition classification report where applicable
  • Load plan showing even weight distribution (no more than 60% of the cargo weight in either half of the container length)
  • Crossed-out bin symbol and mAh/Ah capacity label checked on battery and packaging photos
  • Substance statement for mercury, cadmium and lead from the manufacturer

Carrier and voyage

  • Routing (Suez or Cape of Good Hope) and any transhipment port stated on the booking confirmation
  • Condition statement: new, used, damaged/defective (SP376) or for recycling (SP377)
  • Technical name, UN number, quantity and packages for the Southampton notice

For the importer in United Kingdom

Send the file once, complete

Most delays on this route start with a document that exists but does not match: a UN number, a model name or a package count that differs between the Lianyungang filings, the carrier booking and the United Kingdom import file. We check the three against each other before the booking is confirmed.

Carriers we book with

Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.

Questions about shipping from Lianyungang to Southampton

At least 24 hours' notice to the harbour master before the dangerous goods enter the harbour area, under the Dangerous Goods in Harbour Areas Regulations 2016, unless the harbour master agrees a shorter period.

It depends on the service. In September 2026 most Asia–North Europe capacity still sailed round the Cape of Good Hope; Sea-Intelligence put the Red Sea share for North Europe vessels at 27%. We ask the carrier to confirm the routing on the booking and quote each routing separately.

Its June 2025 break-bulk ESS guide recommends 20–50% remaining charge, with converters and monitoring off and circuits disconnected.
