Lithium batteries for Durres go through Ningbo-Zhoushan, where Zhejiang MSA's guide sets a 60% weight-balance test for battery containers. On the way they face a Suez corridor that Mediterranean services are using again more than any other Asia–Europe lane, and they arrive at the port of Durres.

Albania applies its own import and product rules on arrival. The 5 points below are particular to this lane; each comes with what we do and the paperwork it touches.

Route profile

The Ningbo → Durres route in brief

Origin port

Ningbo-Zhoushan (Beilun / Meishan)

Beilun and Meishan exports under Zhejiang MSA's January 2026 battery guide, which trims duplicate filings but not the carrier's own document checks.

Sea corridor

Asia – Mediterranean via Suez

Mediterranean services are the ones most likely to use Suez again (57% in September 2026), which puts the cargo back through Bab el-Mandeb, rated a SUBSTANTIAL threat.

5 pain points from Ningbo to Durres

Listed from loading in Ningbo to import into Albania, each with what we do about it.

  1. Origin port

Fewer MSA papers at Ningbo, but the carrier still wants the UN38.3

Zhejiang MSA's January 2026 battery guide lets the shipper skip the UN38.3 test summary at the MSA cargo-report stage (it goes to the carrier instead) and skip resubmitting the safety data sheet for the same maker, owner and model. The carrier, however, must still check the documents and refuse batteries that do not meet the ship-carriage standard JT/T 1543-2025.

What Anxin does: We send the UN38.3 summary and SDS to the carrier with the booking request, and keep a per-model file so repeat shipments use the SDS already on record.

  2. Origin port

Feeder from a Zhejiang river port: one cargo report, if done right

Zhejiang MSA runs a 'one-document' rule for battery water-to-water transhipment: if the cargo report is made at the port of loading, only a ship report is needed at the transhipment port. Cargo barged into Ningbo can therefore avoid a second cargo report, provided the first one was filed correctly.

What Anxin does: When cargo starts on a feeder or barge, we make sure the cargo report is filed at the first port of loading and carries the ocean routing, so no second cargo report is needed at Ningbo.

  3. China export

Two maritime filings and a signed packing certificate before loading

Every lithium battery container leaving Ningbo needs a cargo safe-carriage report and a ship's dangerous goods permit filed with the Maritime Safety Administration by a certified declarant, and a container packing certificate signed by a certified inspector who watched the stuffing. Separately, customs must have appraised the packaging in use; export of dangerous goods in unappraised packaging is not allowed.

What Anxin does: We work only with packing sites and declarants holding the required certificates, and we collect the packaging use-appraisal result before the container is stuffed.

  4. Sea corridor

Suez is the likelier routing for Durres

Asia–Mediterranean services used the Red Sea 57% of the time in September 2026 according to Sea-Intelligence, compared with 27% for North Europe, so a box for Durres most probably goes via Suez and through Bab el-Mandeb. The JMIC rated that strait SUBSTANTIAL on 24 September 2026; the Houthis call their blockade selective and now hold Perim Island in the channel.

What Anxin does: We ask the carrier which routing its service to Durres uses and name it on the quote, together with any war-risk or emergency surcharge.

  5. Cargo at sea

Heat inside the box, not just outside it

CINS lists high temperature inside the container among the key transport risks for lithium-ion cargo. Its guidance prefers on-deck stowage away from heat sources and always protected from direct sunlight; the Zhejiang MSA guide adds shading for on-deck boxes and temperature-monitored holds for under-deck stowage. On a warm corridor, where the container sits on the ship matters.

What Anxin does: We pass the carrier the stowage preference (away from heat, shaded) as a booking remark and ask how it will be handled; the carrier's stowage planner makes the final decision.

Documents & compliance

What to have ready: Ningbo to Durres

Anxin reviews documents supplied by the shipper, manufacturer and importer; it does not issue test reports, safety data sheets or import certificates.

Before loading in Ningbo

  • UN38.3 test summary for the carrier (not required at the Zhejiang MSA cargo-report stage)
  • Customs packaging use-appraisal result for the dangerous goods packaging (with the maker's performance appraisal)
  • Container packing certificate signed by a certified packing inspector after supervised stuffing
  • Transport-condition classification report where applicable
  • Load plan showing even weight distribution (no more than 60% of the cargo weight in either half of the container length)

For the shipping line

  • Routing (Red Sea or Cape) and any war-risk surcharge stated on the booking
  • Lithium battery mark (SP188 cargo) or class 9 labels and placards
  • Condition statement: new, used, damaged/defective (SP376) or for recycling (SP377)

Send the file once, complete

Most delays on this route start with a document that exists but does not match: a UN number, a model name or a package count that differs between the Ningbo filings, the carrier booking and the Albania import file. We check the three against each other before the booking is confirmed.

Carriers we book with

Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.

Questions

Ningbo → Durres: questions we are asked

Often: in September 2026, 57% of Asia–Mediterranean services used the Red Sea routing. Bab el-Mandeb was rated a SUBSTANTIAL threat by the JMIC on 24 September 2026, so we confirm each service's routing before booking.

Yes. Zhejiang MSA's 2026 guide removed it from the MSA cargo-report stage, but it still has to go to the carrier, which must refuse batteries that do not meet JT/T 1543-2025.

The 30% ceiling is an air-transport rule (IATA PI 965 for lithium-ion batteries shipped alone). The sea guidance we rely on sets no general 30% cap for UN3480 or UN3481, but a carrier may set its own condition, so we confirm it at booking.
