Asia – Arabian Sea & the Gulf
An Arabian Sea passage and, for Gulf ports, the Strait of Hormuz, rated a SEVERE threat in September 2026, with GNSS jamming across the approaches.

Lithium batteries for Khalifa Bin Salman Port go from Zhejiang's battery and energy-storage makers via Ningbo-Zhoushan. On the way they face an Arabian Sea passage towards the Gulf, and they arrive at Khalifa Bin Salman Port, which takes every hazardous class but wants DG paperwork three days ahead.
Bahrain wants the customs bill of entry in place before the goods are imported. The 5 points below are particular to this lane; each comes with what we do and the paperwork it touches.

Route profile
An Arabian Sea passage and, for Gulf ports, the Strait of Hormuz, rated a SEVERE threat in September 2026, with GNSS jamming across the approaches.
An MSDS and hazardous manifest to APM Terminals planning 72 hours before the ship arrives.

Where this route gets difficult
In the order the cargo meets them: at the loading port, at sea, at Khalifa Bin Salman Port and at customs in Bahrain.
Zhejiang MSA's January 2026 guide gives a measurable loading rule: neither half of the container's length may hold more than 60% of the cargo weight, and packages must be braced. On deck, battery boxes should sit within fire-fighting coverage and out of direct sun; below deck, in holds fitted with temperature probes.
What Anxin does: We ask for the load plan before stuffing and check the 60% split on the stuffing photos, and we pass the shading and away-from-heat stowage request to the carrier on the booking.
Since Zhejiang MSA's January 2026 battery guide, a Ningbo shipper no longer attaches the UN38.3 test summary at the MSA cargo-report stage (the carrier receives it instead) and does not resubmit the safety data sheet for an unchanged maker, owner and model. Carriers must still review the documents and turn away batteries that fail the ship-carriage standard JT/T 1543-2025.
What Anxin does: We send the UN38.3 summary and SDS to the carrier with the booking request, and keep a per-model file so repeat shipments use the SDS already on record.
Khalifa Bin Salman Port lies inside the Gulf, so the ship has to pass Hormuz, which the JMIC rated SEVERE on 24 September 2026 after attacks on 21–23 September that killed a crew member on the CAPE DAO. Transits remain well under the 2025 average of about 138 a day, and the US blockade of Iranian ports brings visit-and-search checks for neutral ships.
What Anxin does: We ask each carrier whether it is currently calling at Khalifa Bin Salman Port, by which route and with what war-risk or emergency surcharge, and get that in writing before booking.
At Khalifa Bin Salman Port every hazardous container is announced to APM Terminals planning with its MSDS and the manifest at least 72 hours before arrival; unlike classes 1, 5.2, 6.1, 6.2 and 7, class 9 needs no extra government approval.
What Anxin does: We send the carrier the SDS for each battery type with the DG declaration at booking, so the agent has it well before the 72-hour point for Khalifa Bin Salman Port.
Bahrain requires the importer or its local agent to complete a customs bill of entry before goods are imported, and advises using a registered, licensed clearing agent. Procedures are those published by Bahrain Customs, and importers can register on the official trade portal for port imports.
What Anxin does: We ask the importer which licensed clearing agent will lodge the bill of entry and send that agent the invoice, packing list and DG details as soon as the ship sails from Ningbo.

Documents & compliance
Anxin reviews documents supplied by the shipper, manufacturer and importer; it does not issue test reports, safety data sheets or import certificates.

We line up UN numbers, model names and package counts across the Ningbo filings, the booking with the carrier and the documents for Bahrain before the booking is confirmed, so that a mismatch is fixed at origin rather than discovered at Khalifa Bin Salman Port.
Carriers we book with
Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.
Risk & mitigation
| Risk | Where | Mitigation | Who acts |
|---|---|---|---|
| Uneven load rejected at the Ningbo packing check | Beilun / Meishan stuffing | Load plan checked before stuffing | Packing site, checked by Anxin |
| Carrier rejects booking over UN38.3 / JT/T 1543-2025 documents | Ningbo booking stage | UN38.3 summary and SDS sent with the booking request | Shipper with Anxin |
| Attack or blockade enforcement stops or diverts the vessel | Strait of Hormuz | Current call pattern and surcharges confirmed per booking | Carrier, checked by Anxin |
| MSDS or manifest reaches planning too late | Khalifa Bin Salman Port | SDS sent with the booking | Agent |
| Bill of entry not ready when the box lands | Bahrain Customs | Clearing agent briefed when the ship sails | Importer / clearing agent |
Questions
The importer or its local agent completes the bill of entry before import; a registered, licensed clearing agent is recommended.
Traffic continues but at reduced levels: the JMIC rated Hormuz SEVERE on 24 September 2026, below the 2025 average of about 138 ships a day. We confirm each carrier's current call pattern and surcharges before booking.
Yes. Zhejiang MSA's 2026 guide removed it from the MSA cargo-report stage, but it still has to go to the carrier, which must refuse batteries that do not meet JT/T 1543-2025.
