Where this route gets difficult

  1. Origin port

    River-to-sea feeders into Ningbo: file the cargo report once

    For battery cargo moving water-to-water, Zhejiang MSA applies a 'one-document' rule: when the cargo report is filed at the loading port, the transhipment port only needs a ship report. Batteries barged into Ningbo can skip a second cargo report, as long as the first was correct.

    What Anxin does: When cargo starts on a feeder or barge, we make sure the cargo report is filed at the first port of loading and carries the ocean routing, so no second cargo report is needed at Ningbo.

  2. Sea corridor

    Through the Danish straits, possibly on a feeder

    Cargo for Kotka has to pass the Danish straits. IMO recommends pilots on Route T for ships of 11 m draught or more, and the Danish Maritime Authority reports ships that ignore the recommendation to their flag state. Whether the box stays on one vessel or is transhipped onto a feeder at a North Sea port, each vessel has to accept the UN numbers.

    What Anxin does: We ask the carrier to name any transhipment port and the feeder operator on the booking and confirm DG acceptance for that leg as well as the mainline.

  3. Import country

    The ICS2 entry summary is due before loading in Ningbo

    For Kotka, EU security pre-filing happens at the other end of the voyage: the ICS2 entry summary must reach the system 24 hours before the container is loaded in Ningbo. No filing means no loading, and a missing EORI number is enough to reject it.

    What Anxin does: We collect the consignee's EORI number, an HS-level goods description and the house-bill parties at booking, and make sure the party filing the ENS has them before the Ningbo cut-off.

  4. Import country

    Safety documentation for stationary storage systems

    Since 18 August 2024 a stationary battery energy storage system placed on the EU market must be safe in normal operation, and its technical documentation must show testing against the Annex V safety parameters, from thermal shock and short-circuit protection to over-discharge and thermal propagation. Buyers of ESS cabinets in Finland increasingly ask for that file before delivery.

    What Anxin does: For ESS cabinets and racks bound for Finland we ask the manufacturer to confirm that the Annex V test documentation exists before booking and note the answer in the shipment file.

  5. Import country

    Mercury, cadmium and lead limits in portable batteries

    Annex I of the Battery Regulation caps mercury at 0.0005 %, cadmium at 0.002 % and lead at 0.01 % by weight in portable batteries, and the lead limit has applied since 18 August 2024. Market surveillance in Finland can ask the importer to show that the goods meet these limits.

    What Anxin does: We ask the manufacturer for its substance declaration or test report reference and file it with the shipping documents for the Finland importer; we do not test batteries.
