Where this route gets difficult
Loading port first, then the sea leg, then Oulu and the Finland market.
For battery cargo moving water-to-water, Zhejiang MSA applies a 'one-document' rule: when the cargo report is filed at the loading port, the transhipment port only needs a ship report. Batteries barged into Ningbo can skip a second cargo report, as long as the first was correct.
What Anxin does: When cargo starts on a feeder or barge, we make sure the cargo report is filed at the first port of loading and carries the ocean routing, so no second cargo report is needed at Ningbo.
Because Oulu is an EU port, container ships of 5,000 GT or more calling there fall under the EU Emissions Trading System, which covers half the emissions of the voyage from China. Lines surrendered allowances for 70% of those emissions in 2025 and must cover 100% from 2027, a cost that can reach shippers as a surcharge.
What Anxin does: We ask for the emissions surcharge to be shown as its own line in the quote, with the basis the carrier uses, so that successive quotes can be compared like for like.
For Oulu, EU security pre-filing happens at the other end of the voyage: the ICS2 entry summary must reach the system 24 hours before the container is loaded in Ningbo. No filing means no loading, and a missing EORI number is enough to reject it.
What Anxin does: We collect the consignee's EORI number, an HS-level goods description and the house-bill parties at booking, and make sure the party filing the ENS has them before the Ningbo cut-off.
The Battery Regulation asks the importer to put its own name, registered trade name or trade mark and postal address, with a single contact point, on the battery. Only when the battery's size or nature makes that impossible may the details move to the packaging or an accompanying document, so a Finland importer's details need to reach the factory before printing.
What Anxin does: We pass the Finland importer's name and address block to the manufacturer before the goods are packed in China and check carton or battery photos for it before loading.
Importers must make sure batteries come with instructions and safety information in a language end-users in Finland easily understand, as that Member State decides. Printed inserts and carton text are far easier to change before the goods are packed in China.
What Anxin does: We ask the importer which language Finland requires and check carton and insert photos against it before loading.

Documents & compliance
Test reports, safety data sheets and import certificates come from the shipper, factory and importer, not from Anxin; our part is to review them before booking.

24 hours before the container is loaded in China, not before it reaches Oulu. Without it carriers do not load the box, and a filing without an EORI number is rejected.
