Where this route gets difficult
In the order the cargo meets them: at the loading port, at sea, at Dunkirk and at customs in France.
For battery cargo moving water-to-water, Zhejiang MSA applies a 'one-document' rule: when the cargo report is filed at the loading port, the transhipment port only needs a ship report. Batteries barged into Ningbo can skip a second cargo report, as long as the first was correct.
What Anxin does: When cargo starts on a feeder or barge, we make sure the cargo report is filed at the first port of loading and carries the ocean routing, so no second cargo report is needed at Ningbo.
The corridor on this page is drawn through Bab-el-Mandeb and the Suez Canal. In practice, Sea-Intelligence data for September 2026 put Red Sea routing on the Asia–Europe head-haul at 13–25%: 27% for services to North Europe and 57% for Mediterranean services. Which service calls at Dunkirk decides whether the box goes through Suez or round the Cape of Good Hope, and the two routings differ in length, in the waters crossed and in the ports where a box might be transhipped.
What Anxin does: We ask the carrier to state the routing and any transhipment port on the booking confirmation, and we quote the two routings separately when both are on offer rather than mixing them.
Until 2025 the French batteries stream covered portable batteries. From 18 August 2025 producers of all five categories, including industrial and EV batteries, must join an approved eco-organisme or have an individual system approved. Batribox and ecosystem hold approvals for all categories to the end of 2030; Corepile's members now deal with ecosystem.
What Anxin does: For storage and industrial packs we ask which eco-organisme covers the category, because an ESS shipment to Dunkirk falls under the same rule as consumer cells.
Two marking dates fall into current shipping plans for France: the general label from 18 August 2026 and the QR code from 18 February 2027, which for EV, LMT and larger industrial batteries has to open the battery passport.
What Anxin does: Before booking we ask the France importer to confirm the battery category and whether the label and QR-code elements are already on the goods, and compare carton photos with that answer.
Annex I of the Battery Regulation caps mercury at 0.0005 %, cadmium at 0.002 % and lead at 0.01 % by weight in portable batteries, and the lead limit has applied since 18 August 2024. Market surveillance in France can ask the importer to show that the goods meet these limits.
What Anxin does: We ask the manufacturer for its substance declaration or test report reference and file it with the shipping documents for the France importer; we do not test batteries.

Documents & compliance
These documents come from the shipper, the manufacturer and the importer. Anxin checks them against each other; it does not issue test reports, safety data sheets or import certificates.

We line up UN numbers, model names and package counts across the Ningbo filings, the booking with the carrier and the documents for France before the booking is confirmed, so that a mismatch is fixed at origin rather than discovered at Dunkirk.

Questions
The CE marking on the battery and the manufacturer's EU declaration of conformity, which must be available in the language France requires. Both have applied since 18 August 2024.
It depends on the service. In September 2026 most Asia–North Europe capacity still sailed round the Cape of Good Hope; Sea-Intelligence put the Red Sea share for North Europe vessels at 27%. We ask the carrier to confirm the routing on the booking and quote each routing separately.
Zhejiang MSA's 2026 guide says the cargo weight in any half of the container's length should not exceed 60% of the total, with every package braced and checked for damage and marks.
