This route runs through Ningbo-Zhoushan, where Zhejiang MSA's guide sets a 60% weight-balance test for battery containers, then follows a corridor through the Turkish Straits; at the far end is the port of Poti.

Georgia applies its own import and product rules on arrival. The 5 points below are particular to this lane; each comes with what we do and the paperwork it touches.

What we need to start

  • Zhejiang MSA battery guide 2026
  • Beilun / Meishan export

Route profile

What sets Ningbo → Poti apart

Origin port

Ningbo-Zhoushan (Beilun / Meishan)

Beilun and Meishan exports under Zhejiang MSA's January 2026 battery guide, which trims duplicate filings but not the carrier's own document checks.

Sea corridor

Asia – Black Sea via Suez and the Turkish Straits

Suez, the Aegean and the Turkish Straits, with a 24-hour DG sailing plan before the Bosporus and, since September 2026, almost the whole Black Sea on the war-risk list.

Where this route gets difficult

5 points to plan for on the Ningbo → Poti route

Loading port first, then the sea leg, then Poti and the Georgia market.

  1. Origin port

Ningbo drops two MSA papers, carriers still check them

Since Zhejiang MSA's January 2026 battery guide, a Ningbo shipper no longer attaches the UN38.3 test summary at the MSA cargo-report stage (the carrier receives it instead) and does not resubmit the safety data sheet for an unchanged maker, owner and model. Carriers must still review the documents and turn away batteries that fail the ship-carriage standard JT/T 1543-2025.

What Anxin does: We send the UN38.3 summary and SDS to the carrier with the booking request, and keep a per-model file so repeat shipments use the SDS already on record.

  2. Origin port

River-to-sea feeders into Ningbo: file the cargo report once

For battery cargo moving water-to-water, Zhejiang MSA applies a 'one-document' rule: when the cargo report is filed at the loading port, the transhipment port only needs a ship report. Batteries barged into Ningbo can skip a second cargo report, as long as the first was correct.

What Anxin does: When cargo starts on a feeder or barge, we make sure the cargo report is filed at the first port of loading and carries the ocean routing, so no second cargo report is needed at Ningbo.

  3. China export

Two maritime filings and a signed packing certificate before loading

Every lithium battery container leaving Ningbo needs a cargo safe-carriage report and a ship's dangerous goods permit filed with the Maritime Safety Administration by a certified declarant, and a container packing certificate signed by a certified inspector who watched the stuffing. Separately, customs must have appraised the packaging in use; export of dangerous goods in unappraised packaging is not allowed.

What Anxin does: We work only with packing sites and declarants holding the required certificates, and we collect the packaging use-appraisal result before the container is stuffed.

  4. Sea corridor

Turkish Straits: Sailing Plan 1 a day ahead

Before entering the Turkish Straits, a ship with dangerous cargo files Sailing Plan 1 with the Turkish Straits VTS at least 24 hours ahead, listing the dangerous goods classes on board. A class 9 battery container is part of that list, so wrong or late DG data on the manifest can delay the ship at the entrance.

What Anxin does: We make sure the DG manifest data (UN number, class, quantity, container number) are final and match the booking before the vessel leaves the last port before the straits.

  5. Sea corridor

Suez first, and Bab el-Mandeb before that

The Black Sea is reached through Suez. Mediterranean-type services used the Red Sea routing 57% of the time in September 2026, and the JMIC rated Bab el-Mandeb SUBSTANTIAL, with the Houthis holding Perim Island in the channel.

What Anxin does: We ask the carrier which routing the service uses and name it on the quote.

Documents & compliance

What to have ready: Ningbo to Poti

Anxin reviews documents supplied by the shipper, manufacturer and importer; it does not issue test reports, safety data sheets or import certificates.

Before loading in Ningbo

  • UN38.3 test summary for the carrier (not required at the Zhejiang MSA cargo-report stage)
  • Safety data sheet and dangerous goods safe-carriage declaration for the MSA cargo report
  • Customs packaging use-appraisal result for the dangerous goods packaging (with the maker's performance appraisal)
  • Container packing certificate signed by a certified packing inspector after supervised stuffing
  • Transport-condition classification report where applicable

Carrier and voyage

  • Final DG manifest data ready before the vessel reaches the Turkish Straits
  • Lithium battery mark (SP188 cargo) or class 9 labels and placards
  • Condition statement: new, used, damaged/defective (SP376) or for recycling (SP377)

Before you book

Match the details first

We line up UN numbers, model names and package counts across the Ningbo filings, the booking with the carrier and the documents for Georgia before the booking is confirmed, so that a mismatch is fixed at origin rather than discovered at Poti.

Carriers we book with

Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.

Questions

Ningbo → Poti: questions we are asked

Possibly. Since 16 September 2026 almost the whole Black Sea, outside Turkish, Georgian, Bulgarian and Romanian territorial waters, is a Joint War Committee listed area, and underwriters may charge additional premiums. We get the carrier's surcharge in writing.

Yes. Zhejiang MSA's 2026 guide removed it from the MSA cargo-report stage, but it still has to go to the carrier, which must refuse batteries that do not meet JT/T 1543-2025.

The 30% ceiling is an air-transport rule (IATA PI 965 for lithium-ion batteries shipped alone). The sea guidance we rely on sets no general 30% cap for UN3480 or UN3481, but a carrier may set its own condition, so we confirm it at booking.
