Lithium batteries for Bremerhaven go from Zhejiang's battery and energy-storage makers via Ningbo-Zhoushan. On the way they face a lane whose routing, Suez or Cape of Good Hope, is decided service by service, and they arrive at a port where dangerous goods must be in the port information system before they reach the port area.
Germany expects the battery to be registered, labelled and pre-declared before it is loaded in China. Below are 5 route-specific points to plan for, what we do about each, and the documents to have ready before booking.
What we need to start
Route profile
Dangerous goods reported electronically to the terminal or port authority before they reach the port area, on top of a 24-hour ship arrival notice.
EU Battery Regulation labelling and QR-code dates, stiftung ear registration under the BattDG, and an ICS2 entry summary that must exist before the box is loaded.

Where this route gets difficult
Loading port first, then the sea leg, then Bremerhaven and the Germany market.
Zhejiang MSA's January 2026 battery guide sets a concrete loading test: no half of the container's length may carry more than 60% of the cargo weight, and packages must be braced. On board, deck stowage should be inside fire-fighting coverage and shaded from direct sun, and under-deck stowage in holds with temperature probes.
What Anxin does: We ask for the load plan before stuffing and check the 60% split on the stuffing photos, and we pass the shading and away-from-heat stowage request to the carrier on the booking.
The map on this page shows the corridor through Bab-el-Mandeb and Suez, but Sea-Intelligence figures for September 2026 put Red Sea routing on the Asia–Europe head-haul at 13–25%, with 27% for North Europe services and 57% for the Mediterranean. The service that calls at Bremerhaven decides between Suez and the Cape of Good Hope, and with it the distance, the waters and the possible transhipment ports.
What Anxin does: We ask the carrier to state the routing and any transhipment port on the booking confirmation, and we quote the two routings separately when both are on offer rather than mixing them.
Bremen's port ordinance requires dangerous goods to be reported electronically, through the port information system, to the handling facility or the port authority before they arrive in the port area. The ship itself sends an electronic arrival notification at least 24 hours before entering. For a class 9 container from Ningbo the terminal's picture of the box comes from that report.
What Anxin does: We keep the dangerous-goods data on the booking final before departure and pass corrections to the carrier straight away, so the Bremerhaven report matches the container.
Since 18 August 2024 a stationary battery energy storage system placed on the EU market must be safe in normal operation, and its technical documentation must show testing against the Annex V safety parameters, from thermal shock and short-circuit protection to over-discharge and thermal propagation. Buyers of ESS cabinets in Germany increasingly ask for that file before delivery.
What Anxin does: For ESS cabinets and racks bound for Germany we ask the manufacturer to confirm that the Annex V test documentation exists before booking and note the answer in the shipment file.
The importer must make sure each battery travels with instructions and safety information in a language that end-users in the Member State easily understand, as that Member State determines. For consumer goods going to Germany, the practical reading is German-language safety text, and it has to be in the carton when the goods are placed on the market.
What Anxin does: When we review packing photos we note whether the inserts or labels show the required language, and we raise gaps with the shipper before stuffing rather than after arrival.

Documents & compliance
Test reports, safety data sheets and import certificates come from the shipper, factory and importer, not from Anxin; our part is to review them before booking.

Most delays on this route start with a document that exists but does not match: a UN number, a model name or a package count that differs between the Ningbo filings, the carrier booking and the Germany import file. We check the three against each other before the booking is confirmed.
Carriers we book with
Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.
Risk & mitigation
| Risk | Where | Mitigation | Who acts |
|---|---|---|---|
| Uneven load rejected at the Ningbo packing check | Beilun / Meishan stuffing | Load plan checked before stuffing | Packing site, checked by Anxin |
| Service switches between Suez and Cape routing | Main voyage | Routing written on the booking; quotes kept separate per routing; packing assumes the longer voyage | Carrier, tracked by Anxin |
| Terminal report does not match the container | Bremerhaven container terminal | DG data frozen before departure | Carrier / agent |
| Storage system delivered without Annex V test file | Buyer in Germany | Test documentation confirmed before booking | Manufacturer |
Questions
The CE marking on the battery and the manufacturer's EU declaration of conformity, which must be available in the language Germany requires. Both have applied since 18 August 2024.
Ships of 5,000 GT and above calling at EU ports are in the EU Emissions Trading System, covering 50% of the emissions of a voyage from outside the EU. Lines must surrender allowances for 70% of 2025 emissions and 100% from 2027, and may pass the cost on as a surcharge.
Zhejiang MSA's 2026 guide says the cargo weight in any half of the container's length should not exceed 60% of the total, with every package braced and checked for damage and marks.
