Where this route gets difficult
They run from the Ningbo terminal through the voyage to Lubeck and the Germany import file.
For battery cargo moving water-to-water, Zhejiang MSA applies a 'one-document' rule: when the cargo report is filed at the loading port, the transhipment port only needs a ship report. Batteries barged into Ningbo can skip a second cargo report, as long as the first was correct.
What Anxin does: When cargo starts on a feeder or barge, we make sure the cargo report is filed at the first port of loading and carries the ocean routing, so no second cargo report is needed at Ningbo.
Zhejiang MSA's January 2026 guide gives a measurable loading rule: neither half of the container's length may hold more than 60% of the cargo weight, and packages must be braced. On deck, battery boxes should sit within fire-fighting coverage and out of direct sun; below deck, in holds fitted with temperature probes.
What Anxin does: We ask for the load plan before stuffing and check the 60% split on the stuffing photos, and we pass the shading and away-from-heat stowage request to the carrier on the booking.
Ships of 5,000 GT and above calling at EU ports, Lubeck included, are in the EU Emissions Trading System: 50% of the emissions of a voyage from China are covered, and the share of emissions for which lines must surrender allowances rises from 70% (for 2025 emissions) to 100% from 2027. Carriers can pass that cost on as a surcharge.
What Anxin does: We ask for the emissions surcharge to be shown as its own line in the quote, with the basis the carrier uses, so that successive quotes can be compared like for like.
Road delivery from Lubeck is an ADR movement, because the EU applies ADR to domestic journeys through Directive 2008/68/EC. For UN 3480 that means class 9, transport category 2 and tunnel code (E), which restricts the route through category E tunnels; batteries found damaged at unloading move to special provision 376 packing (P908 or P911).
What Anxin does: We give the Germany haulier the same UN number, class and package details that appear on the sea dangerous goods declaration, so the ADR transport document matches the container paperwork from Ningbo.
For portable batteries, Annex I sets maximum levels of 0.0005 % mercury, 0.002 % cadmium and 0.01 % lead by weight, the lead limit applying since 18 August 2024. The importer in Germany may be asked by market surveillance to demonstrate compliance.
What Anxin does: We ask the manufacturer for its substance declaration or test report reference and file it with the shipping documents for the Germany importer; we do not test batteries.
From 18 February 2027, Article 11 requires portable batteries built into appliances to be readily removable and replaceable by the end-user with commercially available tools, without heat or solvents, apart from limited derogations. Appliances shipped to Germany for sale after that date need a design that meets the rule.
What Anxin does: When appliances with built-in batteries are booked for Germany we point the importer to the February 2027 date so the manufacturer answers the design question before shipment; we do not assess compliance.

Documents & compliance
Test reports, safety data sheets and import certificates come from the shipper, factory and importer, not from Anxin; our part is to review them before booking.
