Where this route gets difficult
In the order the cargo meets them: at the loading port, at sea, at Wilhelmshaven and at customs in Germany.
Zhejiang MSA runs a 'one-document' rule for battery water-to-water transhipment: if the cargo report is made at the port of loading, only a ship report is needed at the transhipment port. Cargo barged into Ningbo can therefore avoid a second cargo report, provided the first one was filed correctly.
What Anxin does: When cargo starts on a feeder or barge, we make sure the cargo report is filed at the first port of loading and carries the ocean routing, so no second cargo report is needed at Ningbo.
Ships of 5,000 GT and above calling at EU ports, Wilhelmshaven included, are in the EU Emissions Trading System: 50% of the emissions of a voyage from China are covered, and the share of emissions for which lines must surrender allowances rises from 70% (for 2025 emissions) to 100% from 2027. Carriers can pass that cost on as a surcharge.
What Anxin does: We ask for the emissions surcharge to be shown as its own line in the quote, with the basis the carrier uses, so that successive quotes can be compared like for like.
The Battery Regulation phases in the information a battery must carry. The general information label applies from 18 August 2026 (or 18 months after the label-format implementing act, if that comes later), and every battery needs a QR code from 18 February 2027. For EV, light-means-of-transport and industrial batteries above 2 kWh, that QR code must open a battery passport. Where the battery is too small, the label goes on the packaging and documents instead. Stock that leaves Ningbo without these elements cannot simply be relabelled on the quay in Wilhelmshaven.
What Anxin does: Before booking we ask the Germany importer to confirm which battery category the goods fall into and that label, QR code and passport data are settled. We check carton and label photos against that answer; we do not certify conformity.
Since 18 August 2024 a stationary battery energy storage system placed on the EU market must be safe in normal operation, and its technical documentation must show testing against the Annex V safety parameters, from thermal shock and short-circuit protection to over-discharge and thermal propagation. Buyers of ESS cabinets in Germany increasingly ask for that file before delivery.
What Anxin does: For ESS cabinets and racks bound for Germany we ask the manufacturer to confirm that the Annex V test documentation exists before booking and note the answer in the shipment file.
Annex I of the Battery Regulation caps mercury at 0.0005 %, cadmium at 0.002 % and lead at 0.01 % by weight in portable batteries, and the lead limit has applied since 18 August 2024. Market surveillance in Germany can ask the importer to show that the goods meet these limits.
What Anxin does: We ask the manufacturer for its substance declaration or test report reference and file it with the shipping documents for the Germany importer; we do not test batteries.

These documents come from the shipper, the manufacturer and the importer. Anxin checks them against each other; it does not issue test reports, safety data sheets or import certificates.

A document that is present but inconsistent holds a booking as surely as a missing one: the UN number, model name or carton count reads differently in the Ningbo export filings, the carrier booking and the Germany import papers. We compare all three before confirming space.
