From Ningbo to Haifa, cargo moves through Ningbo's Beilun or Meishan terminals under Zhejiang MSA's 2026 battery guide, crosses a Suez corridor that Mediterranean services are using again more than any other Asia–Europe lane, and is discharged at the port of Haifa.

Where this route gets difficult
In the order the cargo meets them: at the loading port, at sea, at Haifa and at customs in Israel.
Since Zhejiang MSA's January 2026 battery guide, a Ningbo shipper no longer attaches the UN38.3 test summary at the MSA cargo-report stage (the carrier receives it instead) and does not resubmit the safety data sheet for an unchanged maker, owner and model. Carriers must still review the documents and turn away batteries that fail the ship-carriage standard JT/T 1543-2025.
What Anxin does: We send the UN38.3 summary and SDS to the carrier with the booking request, and keep a per-model file so repeat shipments use the SDS already on record.
For battery cargo moving water-to-water, Zhejiang MSA applies a 'one-document' rule: when the cargo report is filed at the loading port, the transhipment port only needs a ship report. Batteries barged into Ningbo can skip a second cargo report, as long as the first was correct.
What Anxin does: When cargo starts on a feeder or barge, we make sure the cargo report is filed at the first port of loading and carries the ocean routing, so no second cargo report is needed at Ningbo.
Services that avoid the Red Sea, 43% of the Mediterranean total, go round the Cape of Good Hope and re-enter through Gibraltar. SAMSA estimates that about 200 of the 576 containers lost at sea in 2024, 35% of the total, went overboard near the Cape.
What Anxin does: On Cape sailings we apply the CINS blocking and bracing checks strictly on stuffing photos before sealing.
Israel's 2025 standards reform accepts conformity with the EU rules the country has adopted, but the importer carries it: a declaration, an EU declaration of conformity or proof of EU marketing for higher-risk groups, and a product file kept on record.
What Anxin does: We ask the manufacturer in Ningbo for the EU declaration of conformity and test reports behind it, and pass them to the Israeli importer for its declaration and product file.
SI 62133 Part 2 is Israel's standard for secondary lithium cells and batteries for portable applications. Test reports to the IEC 62133-2 equivalent are the usual evidence, and the importer needs them before the goods reach Haifa.
What Anxin does: We collect the IEC 62133-2 test report from the manufacturer with the UN 38.3 summary, and pass both to the importer before booking.

Documents & compliance
These documents come from the shipper, the manufacturer and the importer. Anxin checks them against each other; it does not issue test reports, safety data sheets or import certificates.
