Lithium batteries for Genoa go through Ningbo-Zhoushan, where Zhejiang MSA's guide sets a 60% weight-balance test for battery containers. On the way they face a Suez corridor that Mediterranean services are using again more than any other Asia–Europe lane, and they arrive at a port where each dangerous-goods transit and stay needs Port Authority approval under Ordinance 4/2001.
Italy expects the producer to be on the Chambers of Commerce battery register before the first sale. Below are 5 route-specific points to plan for, what we do about each, and the documents to have ready before booking.
What we need to start
Route profile
Beilun and Meishan exports under Zhejiang MSA's January 2026 battery guide, which trims duplicate filings but not the carrier's own document checks.
Port Authority approval for every dangerous-goods transit and temporary stay under Ordinance 4/2001, in one of five authorised terminal areas.

Where this route gets difficult
Listed from loading in Ningbo to import into Italy, each with what we do about it.
For battery cargo moving water-to-water, Zhejiang MSA applies a 'one-document' rule: when the cargo report is filed at the loading port, the transhipment port only needs a ship report. Batteries barged into Ningbo can skip a second cargo report, as long as the first was correct.
What Anxin does: When cargo starts on a feeder or barge, we make sure the cargo report is filed at the first port of loading and carries the ocean routing, so no second cargo report is needed at Ningbo.
Because Genoa is an EU port, container ships of 5,000 GT or more calling there fall under the EU Emissions Trading System, which covers half the emissions of the voyage from China. Lines surrendered allowances for 70% of those emissions in 2025 and must cover 100% from 2027, a cost that can reach shippers as a surcharge.
What Anxin does: We ask for the emissions surcharge to be shown as its own line in the quote, with the basis the carrier uses, so that successive quotes can be compared like for like.
Genoa and Pra' regulate dangerous goods under Ordinance 4/2001: their transit and temporary stay need authorisation from the Port System Authority, requested electronically through SEA-GATE. A battery container waiting for customs or a truck is on a temporary stay that the authorisation has to cover.
What Anxin does: We send the Genoa agent the DG declaration and packing details as soon as the vessel leaves Ningbo, so the Port Authority request is filed ahead of arrival.
Once registered, the producer has 30 days to show its register number on all commercial documents, and each year by 31 March it reports the batteries placed on the Italian market. If the batteries arrive inside equipment, the importer is also an EEE producer and needs the separate RAEE register.
What Anxin does: We put the Italian register number the importer gives us on the commercial invoice we prepare with the shipper, and ask whether the goods are loose batteries or built into equipment.
From 18 February 2027, Article 11 requires portable batteries built into appliances to be readily removable and replaceable by the end-user with commercially available tools, without heat or solvents, apart from limited derogations. Appliances shipped to Italy for sale after that date need a design that meets the rule.
What Anxin does: When appliances with built-in batteries are booked for Italy we point the importer to the February 2027 date so the manufacturer answers the design question before shipment; we do not assess compliance.

Documents & compliance
Anxin reviews documents supplied by the shipper, manufacturer and importer; it does not issue test reports, safety data sheets or import certificates.

A document that is present but inconsistent holds a booking as surely as a missing one: the UN number, model name or carton count reads differently in the Ningbo export filings, the carrier booking and the Italy import papers. We compare all three before confirming space.
Carriers we book with
Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.
Risk & mitigation
| Risk | Where | Mitigation | Who acts |
|---|---|---|---|
| Emissions surcharge changes between quote and sailing | EU port call | Surcharge shown as a separate line | Carrier, checked by Anxin |
| Temporary stay not authorised when the box is discharged | Port of Genoa | Request filed before arrival | Agent / importer |
| Commercial documents without the register number | Importer in Italy | Number added to the invoice before shipment | Importer / shipper |
Questions
24 hours before the container is loaded in China, not before it reaches Genoa. Without it carriers do not load the box, and a filing without an EORI number is rejected.
Often: in September 2026, 57% of Asia–Mediterranean services used the Red Sea routing. Bab el-Mandeb was rated a SUBSTANTIAL threat by the JMIC on 24 September 2026, so we confirm each service's routing before booking.
Zhejiang MSA's 2026 guide says the cargo weight in any half of the container's length should not exceed 60% of the total, with every package braced and checked for damage and marks.
