Asia – Mediterranean via Suez
Mediterranean services are the ones most likely to use Suez again (57% in September 2026), which puts the cargo back through Bab el-Mandeb, rated a SUBSTANTIAL threat.

This route runs through Ningbo's Beilun or Meishan terminals under Zhejiang MSA's 2026 battery guide, then follows a Suez corridor that Mediterranean services are using again more than any other Asia–Europe lane; at the far end is the port of Naples.
The Italian side adds the registropile.it registration to the EU battery rules. This page sets out 5 points specific to this route, how Anxin handles each one and which documents to prepare.
What we need to start
Route profile
Mediterranean services are the ones most likely to use Suez again (57% in September 2026), which puts the cargo back through Bab el-Mandeb, rated a SUBSTANTIAL threat.
Registration with the Chambers of Commerce battery register (through an Italian representative for foreign producers), the number on every commercial document, and the EU-wide CE and label duties.

Where this route gets difficult
They run from the Ningbo terminal through the voyage to Naples and the Italy import file.
For battery cargo moving water-to-water, Zhejiang MSA applies a 'one-document' rule: when the cargo report is filed at the loading port, the transhipment port only needs a ship report. Batteries barged into Ningbo can skip a second cargo report, as long as the first was correct.
What Anxin does: When cargo starts on a feeder or barge, we make sure the cargo report is filed at the first port of loading and carries the ocean routing, so no second cargo report is needed at Ningbo.
Ships of 5,000 GT and above calling at EU ports, Naples included, are in the EU Emissions Trading System: 50% of the emissions of a voyage from China are covered, and the share of emissions for which lines must surrender allowances rises from 70% (for 2025 emissions) to 100% from 2027. Carriers can pass that cost on as a surcharge.
What Anxin does: We ask for the emissions surcharge to be shown as its own line in the quote, with the basis the carrier uses, so that successive quotes can be compared like for like.
Once the container leaves the terminal by road, ADR applies: Directive 2008/68/EC makes EU countries use it for domestic dangerous goods journeys as well as international ones. UN 3480 is class 9, transport category 2, with tunnel restriction code (E), so the haulier in Italy has to plan around category E tunnels, and damaged or defective batteries fall under special provision 376 and packing instructions P908 or P911 instead of P903.
What Anxin does: We give the Italy haulier the same UN number, class and package details that appear on the sea dangerous goods declaration, so the ADR transport document matches the container paperwork from Ningbo.
Stationary battery energy storage systems placed on the EU market since 18 August 2024 must be safe in normal operation, with technical documentation showing tests against the Annex V parameters, including thermal shock, short-circuit protection, over-discharge and thermal propagation. ESS buyers in Italy increasingly ask for that file before delivery.
What Anxin does: For ESS cabinets and racks bound for Italy we ask the manufacturer to confirm that the Annex V test documentation exists before booking and note the answer in the shipment file.
Regulation (EU) 2025/1561 pushed the Battery Regulation's due diligence duties for cobalt, lithium, nickel and natural graphite back to 18 August 2027 and gave the Commission until 26 July 2026 for its guidelines. Buyers in Italy are already collecting the supply-chain information they will need.
What Anxin does: We pass the Italy buyer's due diligence questions to the manufacturer and keep their answers with the shipment file; the policy itself remains the producer's responsibility.

Documents & compliance
Anxin reviews documents supplied by the shipper, manufacturer and importer; it does not issue test reports, safety data sheets or import certificates.

We line up UN numbers, model names and package counts across the Ningbo filings, the booking with the carrier and the documents for Italy before the booking is confirmed, so that a mismatch is fixed at origin rather than discovered at Naples.
Carriers we book with
Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.
Risk & mitigation
| Risk | Where | Mitigation | Who acts |
|---|---|---|---|
| Emissions surcharge changes between quote and sailing | EU port call | Surcharge shown as a separate line | Carrier, checked by Anxin |
| Road route planned through a category E tunnel | Road leg from Naples | Tunnel code (E) passed to the haulier with the transport data | Haulier / forwarder |
| Storage system delivered without Annex V test file | Buyer in Italy | Test documentation confirmed before booking | Manufacturer |
Questions
The CE marking on the battery and the manufacturer's EU declaration of conformity, which must be available in the language Italy requires. Both have applied since 18 August 2024.
Often: in September 2026, 57% of Asia–Mediterranean services used the Red Sea routing. Bab el-Mandeb was rated a SUBSTANTIAL threat by the JMIC on 24 September 2026, so we confirm each service's routing before booking.
Yes. Zhejiang MSA's 2026 guide removed it from the MSA cargo-report stage, but it still has to go to the carrier, which must refuse batteries that do not meet JT/T 1543-2025.
