Lithium batteries for Gdansk go from Zhejiang's battery and energy-storage makers via Ningbo-Zhoushan. On the way they face a long Europe voyage extended through the Danish straits into the Baltic, and they arrive at a Baltic port where the harbour master sets conditions for handling each dangerous-goods cargo.
The Polish side adds the BDO number to the EU battery rules. Below are 5 route-specific points to plan for, what we do about each, and the documents to have ready before booking.
What we need to start
Route profile
The Baltic is reached only through the Danish straits, where deep-draught ships are advised to take pilots, and its northern ports set ice-class restrictions every winter.
Dangerous goods declared through Poland's National Single Window 24 hours before arrival, with the harbour master's consent and conditions for handling.

Where this route gets difficult
Listed from loading in Ningbo to import into Poland, each with what we do about it.
Zhejiang MSA runs a 'one-document' rule for battery water-to-water transhipment: if the cargo report is made at the port of loading, only a ship report is needed at the transhipment port. Cargo barged into Ningbo can therefore avoid a second cargo report, provided the first one was filed correctly.
What Anxin does: When cargo starts on a feeder or barge, we make sure the cargo report is filed at the first port of loading and carries the ocean routing, so no second cargo report is needed at Ningbo.
Before the Danish straits, the voyage from Asia is the same as for North Europe: Sea-Intelligence data for September 2026 put Red Sea routing at 27% for North Europe services, so most boxes still go round the Cape of Good Hope, where SAMSA estimates about 35% of 2024's lost containers went overboard.
What Anxin does: We quote the Suez and Cape routings separately when both are offered and apply the CINS stuffing checks strictly on Cape sailings.
In the ports supervised by the Maritime Office in Gdynia, the dangerous goods on an arriving ship are declared through the National Single Window at least 24 hours ahead, or on departure from the previous port on a short leg, which is common for Baltic feeders. The harbour master then gives consent and sets conditions for entry and handling.
What Anxin does: Because most Chinese cargo reaches Gdansk by feeder, we check the DG data are final before the mainline ship leaves Ningbo, so the feeder's declaration is not built on a draft.
Road delivery from Gdansk is an ADR movement, because the EU applies ADR to domestic journeys through Directive 2008/68/EC. For UN 3480 that means class 9, transport category 2 and tunnel code (E), which restricts the route through category E tunnels; batteries found damaged at unloading move to special provision 376 packing (P908 or P911).
What Anxin does: We give the Poland haulier the same UN number, class and package details that appear on the sea dangerous goods declaration, so the ADR transport document matches the container paperwork from Ningbo.
Annex I of the Battery Regulation caps mercury at 0.0005 %, cadmium at 0.002 % and lead at 0.01 % by weight in portable batteries, and the lead limit has applied since 18 August 2024. Market surveillance in Poland can ask the importer to show that the goods meet these limits.
What Anxin does: We ask the manufacturer for its substance declaration or test report reference and file it with the shipping documents for the Poland importer; we do not test batteries.

Documents & compliance
These documents come from the shipper, the manufacturer and the importer. Anxin checks them against each other; it does not issue test reports, safety data sheets or import certificates.

We line up UN numbers, model names and package counts across the Ningbo filings, the booking with the carrier and the documents for Poland before the booking is confirmed, so that a mismatch is fixed at origin rather than discovered at Gdansk.
Carriers we book with
Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.
Risk & mitigation
| Risk | Where | Mitigation | Who acts |
|---|---|---|---|
| Feeder's declaration differs from the mainline booking | Port of Gdansk | DG data final before the mainline departure | Carrier / agent |
| Road route planned through a category E tunnel | Road leg from Gdansk | Tunnel code (E) passed to the haulier with the transport data | Haulier / forwarder |
Questions
An entry in the BDO register as a business introducing batteries, obtained before placing them on the market. Its BDO number goes on the trading documents.
Often, but it depends on the service. The Baltic is reached through the Danish straits, and we ask the carrier to name any transhipment port and confirm DG acceptance for each vessel.
Yes. Zhejiang MSA's 2026 guide removed it from the MSA cargo-report stage, but it still has to go to the carrier, which must refuse batteries that do not meet JT/T 1543-2025.
