This route runs from Zhejiang's battery and energy-storage makers via Ningbo-Zhoushan, then follows a Bab el-Mandeb and Suez passage into the Mediterranean; at the far end is a port where a class 9 container cannot leave without a dangerous goods authorisation from the Port Authority and Capitanía.

Where this route gets difficult

Where Ningbo → Barcelona shipments get held up: 6 points

In the order the cargo meets them: at the loading port, at sea, at Barcelona and at customs in Spain.

  1. Origin port

    River-to-sea feeders into Ningbo: file the cargo report once

    For battery cargo moving water-to-water, Zhejiang MSA applies a 'one-document' rule: when the cargo report is filed at the loading port, the transhipment port only needs a ship report. Batteries barged into Ningbo can skip a second cargo report, as long as the first was correct.

    What Anxin does: When cargo starts on a feeder or barge, we make sure the cargo report is filed at the first port of loading and carries the ocean routing, so no second cargo report is needed at Ningbo.

  2. Sea corridor

    The inbound leg's emissions now count under EU ETS

    Because Barcelona is an EU port, container ships of 5,000 GT or more calling there fall under the EU Emissions Trading System, which covers half the emissions of the voyage from China. Lines surrendered allowances for 70% of those emissions in 2025 and must cover 100% from 2027, a cost that can reach shippers as a surcharge.

    What Anxin does: We ask for the emissions surcharge to be shown as its own line in the quote, with the basis the carrier uses, so that successive quotes can be compared like for like.

  3. Destination port

    A pickup authorisation from the Port Authority and Capitanía

    To collect a dangerous-goods container in Barcelona, the consignee's agent needs a valid authorisation issued by the Port Authority together with the Capitanía Marítima, requested from the port's dangerous goods department. It states its validity and safety conditions, and an expired one has to be replaced before the truck can collect.

    What Anxin does: We ask the Barcelona importer to have its agent request the authorisation before the ship arrives, and send the agent the DG declaration and packing list as soon as the vessel sails from Ningbo.

  4. Import country

    CE marking and a declaration of conformity in the right language

    Since 18 August 2024 a battery sold in the EU needs the CE marking and an EU declaration of conformity from its manufacturer. The declaration has to be available in the language Spain requires, and the importer is the one who must check both before the goods are released for sale.

    What Anxin does: We ask the manufacturer in China for the declaration of conformity and a photo of the CE marking on the battery or its packaging before loading, and pass them to the Spain importer. We check that the documents exist and match the goods; we do not assess conformity.

  5. Import country

    Mercury, cadmium and lead limits in portable batteries

    Annex I of the Battery Regulation caps mercury at 0.0005 %, cadmium at 0.002 % and lead at 0.01 % by weight in portable batteries, and the lead limit has applied since 18 August 2024. Market surveillance in Spain can ask the importer to show that the goods meet these limits.

    What Anxin does: We ask the manufacturer for its substance declaration or test report reference and file it with the shipping documents for the Spain importer; we do not test batteries.

  6. Import country

    User-replaceable batteries in appliances from 18 February 2027

    Article 11 of the Battery Regulation says that from 18 February 2027 portable batteries inside appliances must be readily removable and replaceable by the end-user using commercially available tools, without heat or solvents, except under limited derogations. Appliances sold in Spain after that date need a design that complies.

    What Anxin does: When appliances with built-in batteries are booked for Spain we point the importer to the February 2027 date so the manufacturer answers the design question before shipment; we do not assess compliance.

What to have ready: Ningbo to Barcelona
