Lithium batteries for Cartagena go through Ningbo-Zhoushan, where Zhejiang MSA's guide sets a 60% weight-balance test for battery containers. On the way they face a Suez corridor that Mediterranean services are using again more than any other Asia–Europe lane, and they arrive at the port of Cartagena.
Spain wants the producer on the RII-PYA register, with its number on the invoice. Below are 5 route-specific points to plan for, what we do about each, and the documents to have ready before booking.
What we need to start
Route profile
Beilun and Meishan exports under Zhejiang MSA's January 2026 battery guide, which trims duplicate filings but not the carrier's own document checks.
RII-PYA registration with its number on every invoice, quarterly market data including batteries inside equipment, and the EU-wide CE and label duties.

Where this route gets difficult
In the order the cargo meets them: at the loading port, at sea, at Cartagena and at customs in Spain.
For battery cargo moving water-to-water, Zhejiang MSA applies a 'one-document' rule: when the cargo report is filed at the loading port, the transhipment port only needs a ship report. Batteries barged into Ningbo can skip a second cargo report, as long as the first was correct.
What Anxin does: When cargo starts on a feeder or barge, we make sure the cargo report is filed at the first port of loading and carries the ocean routing, so no second cargo report is needed at Ningbo.
Sea-Intelligence data for September 2026 show 57% of Asia–Mediterranean services routed via the Red Sea, against 27% for North Europe. For Cartagena the Suez routing is therefore the likely one, and it runs through Bab el-Mandeb, which the JMIC rated SUBSTANTIAL on 24 September 2026: the Houthis describe their blockade as selective, and they now hold Perim Island in the channel.
What Anxin does: We ask the carrier which routing its service to Cartagena uses and name it on the quote, together with any war-risk or emergency surcharge.
The Battery Regulation asks the importer to put its own name, registered trade name or trade mark and postal address, with a single contact point, on the battery. Only when the battery's size or nature makes that impossible may the details move to the packaging or an accompanying document, so a Spain importer's details need to reach the factory before printing.
What Anxin does: We pass the Spain importer's name and address block to the manufacturer before the goods are packed in China and check carton or battery photos for it before loading.
Spain's industry ministry runs the RII-PYA battery register, and every battery importer must be registered and declared as a producer there, either through a collective scheme filing for its members or directly online with an electronic signature or Cl@ve. The register number issued has to appear on the producer's invoices.
What Anxin does: We ask the Spanish importer for its RII-PYA number and whether its SCRAP filed the registration, then carry the number on the documents we prepare for Cartagena.
Loose cells and batteries built into electrical equipment, removable or not, both fall under the Spanish register. Declarations are quarterly, errors can be corrected until 25 January of the following year, and changes to registration data must be updated within a month.
What Anxin does: When batteries travel inside devices we list battery quantity and chemistry separately on the packing list, so the importer can report them without reopening cartons.

Documents & compliance
Test reports, safety data sheets and import certificates come from the shipper, factory and importer, not from Anxin; our part is to review them before booking.

Most delays on this route start with a document that exists but does not match: a UN number, a model name or a package count that differs between the Ningbo filings, the carrier booking and the Spain import file. We check the three against each other before the booking is confirmed.
Carriers we book with
Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.
Risk & mitigation
| Risk | Where | Mitigation | Who acts |
|---|---|---|---|
| Security incident near Bab el-Mandeb changes the routing or adds surcharges | Southern Red Sea | Routing and surcharges stated in writing before booking | Carrier, checked by Anxin |
| Importer not registered in the RII-PYA | Importer in Spain | Registration number confirmed before booking | Importer / SCRAP |
| Embedded batteries left out of the quarterly declaration | Importer in Spain | Battery data on the packing list | Importer |
| Importer details missing from battery and packaging | Importer in Spain | Address block sent to the factory before packing | Manufacturer / importer |
Questions
Yes. Batteries incorporated in electrical and electronic equipment, removable or not, are registered and declared like loose batteries.
Often: in September 2026, 57% of Asia–Mediterranean services used the Red Sea routing. Bab el-Mandeb was rated a SUBSTANTIAL threat by the JMIC on 24 September 2026, so we confirm each service's routing before booking.
Zhejiang MSA's 2026 guide says the cargo weight in any half of the container's length should not exceed 60% of the total, with every package braced and checked for damage and marks.
