Where this route gets difficult
Listed from loading in Ningbo to import into Sweden, each with what we do about it.
Zhejiang MSA runs a 'one-document' rule for battery water-to-water transhipment: if the cargo report is made at the port of loading, only a ship report is needed at the transhipment port. Cargo barged into Ningbo can therefore avoid a second cargo report, provided the first one was filed correctly.
What Anxin does: When cargo starts on a feeder or barge, we make sure the cargo report is filed at the first port of loading and carries the ocean routing, so no second cargo report is needed at Ningbo.
Cargo for Stockholm has to pass the Danish straits. IMO recommends pilots on Route T for ships of 11 m draught or more, and the Danish Maritime Authority reports ships that ignore the recommendation to their flag state. Whether the box stays on one vessel or is transhipped onto a feeder at a North Sea port, each vessel has to accept the UN numbers.
What Anxin does: We ask the carrier to name any transhipment port and the feeder operator on the booking and confirm DG acceptance for that leg as well as the mainline.
Sweden's supplementary ordinance to the Battery Regulation (SFS 2025:813) has required battery producers to be registered with Naturvårdsverket since 1 January 2026. A producer responsibility organisation such as El-Kretsen can help with the filing, but the data remain the producer's responsibility.
What Anxin does: We ask the Swedish importer to confirm the registration is in place before booking, and pass on battery chemistry and weight data it may need for reporting.
Once the container leaves the terminal by road, ADR applies: Directive 2008/68/EC makes EU countries use it for domestic dangerous goods journeys as well as international ones. UN 3480 is class 9, transport category 2, with tunnel restriction code (E), so the haulier in Sweden has to plan around category E tunnels, and damaged or defective batteries fall under special provision 376 and packing instructions P908 or P911 instead of P903.
What Anxin does: We give the Sweden haulier the same UN number, class and package details that appear on the sea dangerous goods declaration, so the ADR transport document matches the container paperwork from Ningbo.
Article 11 of the Battery Regulation says that from 18 February 2027 portable batteries inside appliances must be readily removable and replaceable by the end-user using commercially available tools, without heat or solvents, except under limited derogations. Appliances sold in Sweden after that date need a design that complies.
What Anxin does: When appliances with built-in batteries are booked for Sweden we point the importer to the February 2027 date so the manufacturer answers the design question before shipment; we do not assess compliance.
