Where this route gets difficult
Loading port first, then the sea leg, then Varna and the Bulgaria market.
The China Meteorological Administration describes sea fog as one of the major marine hazards of the Yellow and Bohai Seas, with the season mainly from April to July and a serious effect on sea transport. Fog holds at Qingdao can move a battery box to another vessel, and the DG filings have to move with it.
What Anxin does: In fog season we leave slack between stuffing and the DG cut-off at Qianwan and keep the cargo report ready to amend quickly if the vessel changes.
Shandong MSA has issued a waterway safe-transport guide specifically for lithium battery energy storage systems at Shandong coastal ports, so ESS units shipped from Qingdao should be prepared with that provincial guide in mind as well as the IMDG Code.
What Anxin does: For ESS cargo we review the unit's packing and securing plan against the Shandong guide with the packing site before booking.
On 16 September 2026 the Joint War Committee widened its Black Sea listed area to almost the entire sea, leaving out only Turkish, Georgian, Bulgarian and Romanian territorial waters. Ships entering must notify their war-risk underwriters, who may charge additional premiums per voyage, and carriers can pass that on.
What Anxin does: We ask the carrier for any war-risk surcharge to Varna in writing before booking and recheck it if the sailing moves.
The Battery Regulation makes registration national: whoever first makes batteries available in Bulgaria must be entered in that Member State's producer register, and the authority has up to 12 weeks to grant a complete application. A brand based outside Bulgaria cannot rely on an EU registration held elsewhere; it needs an authorised representative for producer responsibility in Bulgaria.
What Anxin does: At booking we ask which company is the producer of record in Bulgaria and for its registration number there, so a missing registration surfaces while the goods are still in Qingdao rather than after discharge in Varna.
Article 11 of the Battery Regulation says that from 18 February 2027 portable batteries inside appliances must be readily removable and replaceable by the end-user using commercially available tools, without heat or solvents, except under limited derogations. Appliances sold in Bulgaria after that date need a design that complies.
What Anxin does: When appliances with built-in batteries are booked for Bulgaria we point the importer to the February 2027 date so the manufacturer answers the design question before shipment; we do not assess compliance.

Documents & compliance
Test reports, safety data sheets and import certificates come from the shipper, factory and importer, not from Anxin; our part is to review them before booking.
