Where this route gets difficult
Listed from loading in Qingdao to import into Cyprus, each with what we do about it.
Qingdao MSA's 'one-document, one-box' pilot has since November 2024 covered water-to-water transhipment of lithium batteries and other 'new three' cargo between Dagang and Qianwan, with one outbound cargo report and no more than one packing inspection within the pilot ports. In the launch case, three cargo and three ship reports became one cargo and two ship reports.
What Anxin does: If your cargo is stuffed at a Dagang yard or reaches Qianwan by water, we check at booking whether it qualifies for the pilot and file once, so the box is not reopened between terminals.
Asia–Mediterranean services used the Red Sea 57% of the time in September 2026 according to Sea-Intelligence, compared with 27% for North Europe, so a box for Limassol most probably goes via Suez and through Bab el-Mandeb. The JMIC rated that strait SUBSTANTIAL on 24 September 2026; the Houthis call their blockade selective and now hold Perim Island in the channel.
What Anxin does: We ask the carrier which routing its service to Limassol uses and name it on the quote, together with any war-risk or emergency surcharge.
Road delivery from Limassol is an ADR movement, because the EU applies ADR to domestic journeys through Directive 2008/68/EC. For UN 3480 that means class 9, transport category 2 and tunnel code (E), which restricts the route through category E tunnels; batteries found damaged at unloading move to special provision 376 packing (P908 or P911).
What Anxin does: We give the Cyprus haulier the same UN number, class and package details that appear on the sea dangerous goods declaration, so the ADR transport document matches the container paperwork from Qingdao.
Registration under the Battery Regulation is Member State by Member State. The first company to make the batteries available in Cyprus has to appear in the national register, which can take up to 12 weeks after a complete file, and a non-resident brand must work through an authorised representative there.
What Anxin does: At booking we ask which company is the producer of record in Cyprus and for its registration number there, so a missing registration surfaces while the goods are still in Qingdao rather than after discharge in Limassol.
Article 11 of the Battery Regulation says that from 18 February 2027 portable batteries inside appliances must be readily removable and replaceable by the end-user using commercially available tools, without heat or solvents, except under limited derogations. Appliances sold in Cyprus after that date need a design that complies.
What Anxin does: When appliances with built-in batteries are booked for Cyprus we point the importer to the February 2027 date so the manufacturer answers the design question before shipment; we do not assess compliance.
