Where this route gets difficult
They run from the Qingdao terminal through the voyage to Le Havre and the France import file.
ESS units loading at Qingdao fall under a Shandong MSA waterway safe-transport guide written for lithium battery energy storage systems at the province's coastal ports, so preparation should follow that guide alongside the IMDG Code.
What Anxin does: For ESS cargo we review the unit's packing and securing plan against the Shandong guide with the packing site before booking.
Because Le Havre is an EU port, container ships of 5,000 GT or more calling there fall under the EU Emissions Trading System, which covers half the emissions of the voyage from China. Lines surrendered allowances for 70% of those emissions in 2025 and must cover 100% from 2027, a cost that can reach shippers as a surcharge.
What Anxin does: We ask for the emissions surcharge to be shown as its own line in the quote, with the basis the carrier uses, so that successive quotes can be compared like for like.
At Le Havre the ship's agent declares dangerous goods to the Harbour Master's Office through TIMAD, the mandatory regulatory tool, or through the AP+ community system, at least 24 hours before arrival (or on leaving the previous port on a short leg). The agent can only declare what the booking says.
What Anxin does: We confirm the batteries' UN number, packing group and package count with the carrier before the vessel leaves Qingdao, and pass any correction on the same day.
A battery entering France has to identify its importer: name, registered trade name or trade mark, postal address and a contact point belong on the battery itself, or on the packaging or accompanying document when the battery is too small. That text is fixed at the factory, not at Le Havre.
What Anxin does: We pass the France importer's name and address block to the manufacturer before the goods are packed in China and check carton or battery photos for it before loading.
An importer has to ensure that batteries are accompanied by instructions and safety information in a language that end-users in France can easily understand, as the Member State determines. Inserts and carton print are much simpler to adjust before packing in China.
What Anxin does: We ask the importer which language France requires and check carton and insert photos against it before loading.

Documents & compliance
Anxin reviews documents supplied by the shipper, manufacturer and importer; it does not issue test reports, safety data sheets or import certificates.

We line up UN numbers, model names and package counts across the Qingdao filings, the booking with the carrier and the documents for France before the booking is confirmed, so that a mismatch is fixed at origin rather than discovered at Le Havre.
