Where this route gets difficult
Listed from loading in Qingdao to import into Georgia, each with what we do about it.
Qingdao MSA's 'one-document, one-box' pilot has since November 2024 covered water-to-water transhipment of lithium batteries and other 'new three' cargo between Dagang and Qianwan, with one outbound cargo report and no more than one packing inspection within the pilot ports. In the launch case, three cargo and three ship reports became one cargo and two ship reports.
What Anxin does: If your cargo is stuffed at a Dagang yard or reaches Qianwan by water, we check at booking whether it qualifies for the pilot and file once, so the box is not reopened between terminals.
The China Meteorological Administration lists sea fog among the major marine hazards of the Yellow and Bohai Seas, mostly between April and July and with a serious effect on shipping. At Qingdao a fog hold can shift a battery container onto another vessel, and its DG filings must follow.
What Anxin does: In fog season we leave slack between stuffing and the DG cut-off at Qianwan and keep the cargo report ready to amend quickly if the vessel changes.
Every lithium battery container leaving Qingdao needs a cargo safe-carriage report and a ship's dangerous goods permit filed with the Maritime Safety Administration by a certified declarant, and a container packing certificate signed by a certified inspector who watched the stuffing. Separately, customs must have appraised the packaging in use; export of dangerous goods in unappraised packaging is not allowed.
What Anxin does: We work only with packing sites and declarants holding the required certificates, and we collect the packaging use-appraisal result before the container is stuffed.
The Joint War Committee extended its Black Sea listed area on 16 September 2026 to cover nearly the whole sea, excluding only Turkish, Georgian, Bulgarian and Romanian territorial waters. Ships going in must notify war-risk underwriters, who can charge extra premium per voyage, which carriers may pass on.
What Anxin does: We ask the carrier for any war-risk surcharge to Poti in writing before booking and recheck it if the sailing moves.
Before entering the Turkish Straits, a ship with dangerous cargo files Sailing Plan 1 with the Turkish Straits VTS at least 24 hours ahead, listing the dangerous goods classes on board. A class 9 battery container is part of that list, so wrong or late DG data on the manifest can delay the ship at the entrance.
What Anxin does: We make sure the DG manifest data (UN number, class, quantity, container number) are final and match the booking before the vessel leaves the last port before the straits.

Documents & compliance
Test reports, safety data sheets and import certificates come from the shipper, factory and importer, not from Anxin; our part is to review them before booking.

Most delays on this route start with a document that exists but does not match: a UN number, a model name or a package count that differs between the Qingdao filings, the carrier booking and the Georgia import file. We check the three against each other before the booking is confirmed.
