Lithium batteries for Genoa go out of Qingdao on the Yellow Sea, where April to July is fog season. On the way they face a Bab el-Mandeb and Suez passage into the Mediterranean, and they arrive at a port where each dangerous-goods transit and stay needs Port Authority approval under Ordinance 4/2001.

Where this route gets difficult
Loading port first, then the sea leg, then Genoa and the Italy market.
The China Meteorological Administration lists sea fog among the major marine hazards of the Yellow and Bohai Seas, mostly between April and July and with a serious effect on shipping. At Qingdao a fog hold can shift a battery container onto another vessel, and its DG filings must follow.
What Anxin does: In fog season we leave slack between stuffing and the DG cut-off at Qianwan and keep the cargo report ready to amend quickly if the vessel changes.
The 43% of Mediterranean services not using the Red Sea sail round the Cape of Good Hope, then back through Gibraltar. SAMSA estimates about 200 of the 576 containers lost at sea in 2024 went overboard near the Cape, 35% of the year's total.
What Anxin does: On Cape sailings we apply the CINS blocking and bracing checks strictly on stuffing photos before sealing.
Genoa and Pra' regulate dangerous goods under Ordinance 4/2001: their transit and temporary stay need authorisation from the Port System Authority, requested electronically through SEA-GATE. A battery container waiting for customs or a truck is on a temporary stay that the authorisation has to cover.
What Anxin does: We send the Genoa agent the DG declaration and packing details as soon as the vessel leaves Qingdao, so the Port Authority request is filed ahead of arrival.
Once the container leaves the terminal by road, ADR applies: Directive 2008/68/EC makes EU countries use it for domestic dangerous goods journeys as well as international ones. UN 3480 is class 9, transport category 2, with tunnel restriction code (E), so the haulier in Italy has to plan around category E tunnels, and damaged or defective batteries fall under special provision 376 and packing instructions P908 or P911 instead of P903.
What Anxin does: We give the Italy haulier the same UN number, class and package details that appear on the sea dangerous goods declaration, so the ADR transport document matches the container paperwork from Qingdao.
Regulation (EU) 2025/1561 pushed the Battery Regulation's due diligence duties for cobalt, lithium, nickel and natural graphite back to 18 August 2027 and gave the Commission until 26 July 2026 for its guidelines. Buyers in Italy are already collecting the supply-chain information they will need.
What Anxin does: We pass the Italy buyer's due diligence questions to the manufacturer and keep their answers with the shipment file; the policy itself remains the producer's responsibility.

Documents & compliance
These documents come from the shipper, the manufacturer and the importer. Anxin checks them against each other; it does not issue test reports, safety data sheets or import certificates.
