Lithium batteries for Cadiz go from Shandong through Qingdao's Qianwan terminals, where Qingdao MSA pilots one-document transhipment. On the way they face a Bab el-Mandeb and Suez passage into the Mediterranean, and they arrive at the port of Cadiz.

The Spanish side checks RII-PYA registration alongside the EU battery rules. Below are 5 route-specific points to plan for, what we do about each, and the documents to have ready before booking.

What we need to start

  • One-document pilot
  • Fog season Apr–Jul
  • Consignee EORI
  • EU declaration of conformity
  • RII-PYA number

Route profile

What sets Qingdao → Cadiz apart

Origin port

Qingdao (Qianwan)

Qianwan exports from Shandong, where Qingdao MSA's one-document pilot cuts repeat filings for cargo moved between terminals by water.

Sea corridor

Asia – Mediterranean via Suez

Mediterranean services are the ones most likely to use Suez again (57% in September 2026), which puts the cargo back through Bab el-Mandeb, rated a SUBSTANTIAL threat.

Where this route gets difficult

What to watch between Qingdao and Cadiz: 5 points

Listed from loading in Qingdao to import into Spain, each with what we do about it.

  1. Origin port

    Shandong's provincial guide for ESS

ESS units loading at Qingdao fall under a Shandong MSA waterway safe-transport guide written for lithium battery energy storage systems at the province's coastal ports, so preparation should follow that guide alongside the IMDG Code.

What Anxin does: For ESS cargo we review the unit's packing and securing plan against the Shandong guide with the packing site before booking.

  2. Sea corridor

Mediterranean services are back in the Red Sea more than others

Sea-Intelligence data for September 2026 show 57% of Asia–Mediterranean services routed via the Red Sea, against 27% for North Europe. For Cadiz the Suez routing is therefore the likely one, and it runs through Bab el-Mandeb, which the JMIC rated SUBSTANTIAL on 24 September 2026: the Houthis describe their blockade as selective, and they now hold Perim Island in the channel.

What Anxin does: We ask the carrier which routing its service to Cadiz uses and name it on the quote, together with any war-risk or emergency surcharge.

  3. Import country

The importer's name and address on the battery

A battery entering Spain has to identify its importer: name, registered trade name or trade mark, postal address and a contact point belong on the battery itself, or on the packaging or accompanying document when the battery is too small. That text is fixed at the factory, not at Cadiz.

What Anxin does: We pass the Spain importer's name and address block to the manufacturer before the goods are packed in China and check carton or battery photos for it before loading.

  4. Import country

The ICS2 entry summary is due before loading in Qingdao

For Cadiz, EU security pre-filing happens at the other end of the voyage: the ICS2 entry summary must reach the system 24 hours before the container is loaded in Qingdao. No filing means no loading, and a missing EORI number is enough to reject it.

What Anxin does: We collect the consignee's EORI number, an HS-level goods description and the house-bill parties at booking, and make sure the party filing the ENS has them before the Qingdao cut-off.

  5. Import country

The truck leg out of Cadiz runs under ADR

Road delivery from Cadiz is an ADR movement, because the EU applies ADR to domestic journeys through Directive 2008/68/EC. For UN 3480 that means class 9, transport category 2 and tunnel code (E), which restricts the route through category E tunnels; batteries found damaged at unloading move to special provision 376 packing (P908 or P911).

What Anxin does: We give the Spain haulier the same UN number, class and package details that appear on the sea dangerous goods declaration, so the ADR transport document matches the container paperwork from Qingdao.

Documents & compliance

What to have ready: Qingdao to Cadiz

Anxin reviews documents supplied by the shipper, manufacturer and importer; it does not issue test reports, safety data sheets or import certificates.

In Qingdao, before the box is loaded

  • Safety data sheet and dangerous goods safe-carriage declaration for the MSA cargo report
  • Customs packaging use-appraisal result for the dangerous goods packaging (with the maker's performance appraisal)
  • Container packing certificate signed by a certified packing inspector after supervised stuffing
  • Transport-condition classification report where applicable
  • Load plan showing even weight distribution (no more than 60% of the cargo weight in either half of the container length)

Carrier and voyage

  • Routing (Red Sea or Cape) and any war-risk surcharge stated on the booking
  • Condition statement: new, used, damaged/defective (SP376) or for recycling (SP377)
  • Consignee EORI and HS-level description to the ENS filer before loading

At the Spain end

  • Haulier in Spain briefed with UN number, class 9 and tunnel code (E) for the road leg
  • Instructions and safety information in the language Spain requires
  • RII-PYA registration number of the Spanish producer

Before you book

Match the details first

We line up UN numbers, model names and package counts across the Qingdao filings, the booking with the carrier and the documents for Spain before the booking is confirmed, so that a mismatch is fixed at origin rather than discovered at Cadiz.

Carriers we book with

Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.

Questions

Common questions on the Qingdao → Cadiz route

The CE marking on the battery and the manufacturer's EU declaration of conformity, which must be available in the language Spain requires. Both have applied since 18 August 2024.

Often: in September 2026, 57% of Asia–Mediterranean services used the Red Sea routing. Bab el-Mandeb was rated a SUBSTANTIAL threat by the JMIC on 24 September 2026, so we confirm each service's routing before booking.

Under Qingdao MSA's 'one-document, one-box' pilot (since November 2024), water-to-water transhipment between Dagang and Qianwan needs one outbound cargo report and at most one packing inspection. We confirm eligibility at booking.
