This route runs from Shandong through Qingdao's Qianwan terminals, where Qingdao MSA pilots one-document transhipment, then follows a Suez-or-Cape voyage that ends with the Danish straits and the Baltic; at the far end is the port of Stockholm.

Where this route gets difficult

5 pain points from Qingdao to Stockholm

Listed from loading in Qingdao to import into Sweden, each with what we do about it.

  1. Origin port

    Moving between Qingdao terminals should not mean filing twice

    Since November 2024 Qingdao MSA's 'one-document, one-box' pilot has covered water-to-water transhipment of lithium batteries and other 'new three' cargo between Dagang and Qianwan: one outbound cargo report and at most one packing inspection inside the pilot ports. In the launch example, filings fell from three cargo plus three ship reports to one cargo plus two ship reports.

    What Anxin does: If your cargo is stuffed at a Dagang yard or reaches Qianwan by water, we check at booking whether it qualifies for the pilot and file once, so the box is not reopened between terminals.

  2. Sea corridor

    Ice-class restrictions in the northern Baltic

    Every winter Finland's Transport Infrastructure Agency sets traffic restrictions for its ports: only ships of a stated ice class and deadweight get icebreaker assistance. Exemption requests must be in at least three working days before arrival, and the restrictions for the Baltic are published on baltice.org. A feeder without the right ice class may not be allowed to call at Stockholm in the restriction period.

    What Anxin does: For winter shipments we check the restrictions in force on baltice.org for Stockholm and ask the carrier to confirm that the final feeder has the required ice class before we book.

  3. Import country

    The ICS2 entry summary is due before loading in Qingdao

    Sea cargo for the EU needs a complete Entry Summary Declaration under ICS2 Release 3, and for deep-sea containers it is due 24 hours before loading at the departure port. Carriers apply 'no manifest, no load', and a filing without a valid EORI number is rejected, so a data gap in Qingdao leaves the box on the quay.

    What Anxin does: We collect the consignee's EORI number, an HS-level goods description and the house-bill parties at booking, and make sure the party filing the ENS has them before the Qingdao cut-off.

  4. Import country

    Swedish producer register at Naturvårdsverket

    Since 1 January 2026 battery producers in Sweden must be registered with Naturvårdsverket under the supplementary ordinance SFS 2025:813. Producer responsibility organisations such as El-Kretsen can assist with the filing, though the producer stays responsible for the data.

    What Anxin does: We ask the Swedish importer to confirm the registration is in place before booking, and pass on battery chemistry and weight data it may need for reporting.

  5. Import country

    Annex V testing for stationary energy storage

    Stationary battery energy storage systems placed on the EU market since 18 August 2024 must be safe in normal operation, with technical documentation showing tests against the Annex V parameters, including thermal shock, short-circuit protection, over-discharge and thermal propagation. ESS buyers in Sweden increasingly ask for that file before delivery.

    What Anxin does: For ESS cabinets and racks bound for Sweden we ask the manufacturer to confirm that the Annex V test documentation exists before booking and note the answer in the shipment file.

Documents to line up for Qingdao → Stockholm

Common questions on the Qingdao → Stockholm route

Yes. Since 1 January 2026 producers, which includes importers placing batteries on the Swedish market, must be registered with Naturvårdsverket under Ordinance 2025:813.
