From Qingdao to Belfast, cargo moves from Shandong through Qingdao's Qianwan terminals, crosses a lane whose routing, Suez or Cape of Good Hope, is decided service by service, and is discharged at a Northern Ireland port, where the EU Battery Regulation applies under the Windsor Framework.

  1. Origin port

    Qingdao's fog season runs April to July

    The China Meteorological Administration describes sea fog as one of the major marine hazards of the Yellow and Bohai Seas, with the season mainly from April to July and a serious effect on sea transport. Fog holds at Qingdao can move a battery box to another vessel, and the DG filings have to move with it.

    What Anxin does: In fog season we leave slack between stuffing and the DG cut-off at Qianwan and keep the cargo report ready to amend quickly if the vessel changes.

  2. Origin port

    Moving between Qingdao terminals should not mean filing twice

    Since November 2024 Qingdao MSA's 'one-document, one-box' pilot has covered water-to-water transhipment of lithium batteries and other 'new three' cargo between Dagang and Qianwan: one outbound cargo report and at most one packing inspection inside the pilot ports. In the launch example, filings fell from three cargo plus three ship reports to one cargo plus two ship reports.

    What Anxin does: If your cargo is stuffed at a Dagang yard or reaches Qianwan by water, we check at booking whether it qualifies for the pilot and file once, so the box is not reopened between terminals.

  3. Sea corridor

    The map on this page shows the corridor through Bab-el-Mandeb and Suez, but Sea-Intelligence figures for September 2026 put Red Sea routing on the Asia–Europe head-haul at 13–25%, with 27% for North Europe services and 57% for the Mediterranean. The service that calls at Belfast decides between Suez and the Cape of Good Hope, and with it the distance, the waters and the possible transhipment ports.

    What Anxin does: We ask the carrier to state the routing and any transhipment port on the booking confirmation, and we quote the two routings separately when both are on offer rather than mixing them.

  4. Destination port

    EU battery rules apply in Northern Ireland

    Northern Ireland follows the EU Battery Regulation under the Windsor Framework, and has since 18 February 2024, with the Batteries (Placing on the Market) (Northern Ireland) Regulations 2026 providing enforcement. Batteries sold there need the CE marking, plus the UK(NI) indication where a UK notified body did the assessment, so goods labelled only for Great Britain do not fit.

    What Anxin does: We ask the importer whether the goods are for the Northern Ireland market and, if so, for the CE documentation from the manufacturer before loading.

  5. Import country

    Customs declaration through CDS with a GB EORI

    Every import into the UK is declared in HMRC's Customs Declaration Service. The importer or its agent needs an EORI number starting with GB (XI in Northern Ireland) and a CDS subscription, which HMRC grants within 2 hours or up to 5 working days if it runs more checks, so a first-time importer should subscribe well before the ship reaches Belfast.

    What Anxin does: At booking we ask for the UK importer's EORI number and who will lodge the CDS declaration, and pass the commercial invoice, packing list and dangerous goods details to that agent before arrival.

Documents & compliance

Documents to line up for Qingdao → Belfast

Anxin reviews documents supplied by the shipper, manufacturer and importer; it does not issue test reports, safety data sheets or import certificates.

  • Confirmation whether the Dagang–Qianwan one-document pilot applies; a single cargo report filed at the first port of loading
  • Load plan showing even weight distribution (no more than 60% of the cargo weight in either half of the container length)
  • Safety data sheet and dangerous goods safe-carriage declaration for the MSA cargo report

  • Container packing certificate signed by a certified packing inspector after supervised stuffing
